About the Role

Reporting to the Manager, Physical Plant and Redevelopment, the selected candidate will be responsible for providing leadership and management of all aspects of the Airport Maintenance Units and for coordinating and cooperating with other airport and agency units to achieve agency goals.

Responsibilities

  • Managing a staff of approximately 200 staff comprised of represented field maintenance, supervisory, management, and clerical employees assigned to the maintenance units.Those Units include Structural, Mechanical, Electrical, and Environmental.

  • Managing all available resources to ensure Port Authority assets and infrastructure remain operational and safe for the traveling public, airport tenants, and Port Authority staff.

  • Ensuring compliance with all regulatory requirements that govern operation of the Port Authority’s infrastructure and assets, including, but not limited to: Federal Aviation Administration (FAA), New Jersey Department of Environmental Protection (NJDEP), Environmental Protection Agency (EPA), National Electric Code (NEC), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA) and applicable Building codes.

  • Developing and managing execution of the Airport Maintenance snow emergency response plan.

  • Managing all Maintenance activities related to emergency response, including response to snow and other weather emergencies.

  • Participating in and managing the coordinated planning, implementation and supervision of operational preparedness and response efforts for airport emergencies and other irregular operations, including but not limited to weather events, security events, Air Train shutdowns, blackouts, aircraft emergencies, construction-related closures, and airport enhancement projects. Preparation and maintaining updated versions of Maintenance-related Emergency Operating Procedures.

  • Supporting, reviewing, and providing input on contract documents associated with the airport's Capital, Redevelopment, Sustainability, Agency Major Maintenance and Tenant Alteration Application programs.

  • Coordinate maintenance services with all PA Units, the public and airport tenants with an emphasis on the customer experience.

  • Monitoring and evaluating the performance of subordinate staff and Unit service contractors responsible for providing maintenance services support.

  • Developing and managing a comprehensive annual maintenance operating budget, ensuring expenditures are aligned with approved funding and departmental priorities.

  • Ensuring compliance of established contract management procedures by subordinate staff, managing division's administrative activities such as budget preparation, authorization of overtime and expenditures, preparation of all documents related to board authorization and contract administration.

  • Administration of Maintenance labor agreements and participation in Maintenance grievance and disciplinary hearings and other related activities.

  • Reviewing and implementing acceptable recommendations resulting from Engineering studies or other support PA departments (or their outside consultants) to ensure that proper operations and maintenance considerations are incorporated into daily maintenance practices or construction documents.

  • Providing oversight and management of the transition of EWR’s PM roster from legacy Maximo to final environment in accordance with Departmental and Agency goals.

  • Periodically inspecting and evaluating the physical condition of facility properties, including tenant spaces, leveraging staff or contracted services as required.

  • Continuously reviewing the status and effectiveness of the maintenance management program, assessing overall performance, and initiating corrective action or other changes as necessary.

  • Ensure effective and proper compliance with PA administrative policies and procedures.

Minimum Qualifications

  • Bachelor’s degree in engineering, Architecture, Aviation Administration or Airport Management from an accredited college or university.

  • Demonstrated experience managing day to day airport, transportation, or logistical planning operations

  • Three (3) years’ experience managing diverse workforce that can include union/management/consultant staff, etc. where you have been responsible for their development and addressing disciplinary actions.

  • Experience preparing and analyzing financial data or utilizing other management reporting tools.

  • Knowledge of FAA, OSHA or applicable state or federal regulations related to maintenance of airport infrastructure

  • Experience in negotiation and conflict resolution related to labor agreements or disciplinary procedures.

  • Noted proficiency with Microsoft Word, Excel, Peoplesoft, Outlook,MS Listand SAP.

  • Available to respond to airport emergencies on a 24 hour/7 day a week basis.

  • Valid driver's license.

  • Must possess strong communication skills, with demonstrated ability to effectively convey complicated information to all levels of Port Authority staff as well as external business partners.

Desired Qualifications

  • Demonstrated experience supervising management field and unionized staff.

  • Experience having led work force in supporting airport facility operations.

  • Knowledge of Port Authority operating policies and procedures, including those related to administration, budget, human resources, labor agreements, maintenance procedures, business planning, contract administration and the authorization process.

  • Ability to work effectively in an intense aeronautical and commercial environment with minimal guidance.

  • Thorough knowledge and experience in contract authorization procedures

  • Knowledge of Computerized Maintenance Management Systems and their application at PA Facilities, particularly Aviation Facilities.

  • Knowledge of airport or facility maintenance operations with noted experience in any of the following trades:

Mechanical – familiarity with HVAC, plumbing, fueling and fire protection life safety systems.

Structural – familiarity with paving, structural integrity, snow removal, etc.

Electrical – experience with high tension, large power loads and comm systems

Environmental - familiarity with state regulations, storm water, air emissions and spill response.

  • Demonstrated experience identifying, understanding, and integrating customer service needs into day-to-day decision making.

  • Demonstrated excellent written and oral communication skills, including experience interacting with senior/executive leadership within and outside the Port Authority.

  • Demonstrated superior interpersonal skills, with an ability to foster good teamwork and cooperation with other Port Authority staff and operating units, tenants, contractors, passengers, and the public.
