U.S. Coast Guard Supervisory Bridge Management Specialist, GS-2101-13 in New York, New York

Summary This position is located in Department of Homeland Security, US Coast Guard, First District, Operations Division, Bridge Administration, New York, NY. Responsibilities This role of this position directs, supervises, and coordinates the bridge program which includes permits, drawbridge, regulations and casualties, navigability determinations, construction oversight, Truman-Hobbs applicability, civil penalty processing, and fender and navigational lighting inspection and approval. Typical work assignments include: - Providing administrative and technical supervision necessary for accomplishing all work of the Bridge Branch. - Supporting and communicating Equal Employment Opportunity policies and programs. - Planning, assigning, coordinating and reviewing of work; providing training; approving leave; recommending selection, promotion and necessary disciplinary actions. - Providing expert technical advice in reviewing and processing recommendations for the issuance or denial of permits. - Serving as the Environmental Protection Specialist for the district bridge program. - Conducting public meetings as official for permit actions, drawbridge regulation actions and Truman-Hobbs actions. - Developing and maintaining close liaison with operating units, Captains of the Port and Commanders to identify bridge problems and to coordinate major construction projects. - Provides expert interpretations of highly complex data, requirements, procedures, regulations, etc in addition to detailed technical advice and assistance such as program and policy guidance to individuals who are inside and outside of the agency. Requirements Conditions of Employment U.S. Citizenship is required. The position requires a valid state driver's license. Males born after 12/31/1959 must be registered for Selective Service. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications At the GS-13 Level: Applicants should have at least one year of specialized experience at or equivalent to the GS-12 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Applying pertinent reference materials such as tide tables, hydraulic data, waterway guide clearances, Coast Pilots, U.S. Army Corps of Engineers navigational project data, and applicable environmental control laws and implementing regulations, as well as direct coordination with navigation and environmental interests; preparing environmental documentation; approving construction methodology and contractor's plans and schedule of operation; providing expertise and guidance on consideration of promulgation of new and changes to federal drawbridge operating regulation and deviations; Developing programs to accomplish bridge inspections, data collection and analysis including drawbridge log review; developing and maintaining professional networks. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
