City of New York Supervisor - Contract Payments in New York, New York

Job Description

The Contract Payments unit is one of the key groups of the agency’s Fiscal Affairs Office. The Contract Payments unit is responsible for expeditious and efficient reviewing, auditing, and monitoring different types of Contractors, Vendors, and Consultants payment request packages for errors, discrepancies, and either approving them or returning the payment packages to the operational teams for necessary corrections and re-submissions. Additionally, the unit is responsible for collecting, classifying, evaluating, and analyzing financial data and preparing reports and Standard Operational Procedures (SOPs).

The group is extensively utilizing the New York City Financial Management System (FMS3) for journaling expenditures and financial report running activities.

Under the general supervision of the Director of Fiscal Affairs, the candidate will serve as a Supervisor of the Contract Payments unit. He or she will be responsible for supervising a team of 15 that consist of financial analysts, accountants, auditors and bookkeepers. The supervisor is responsible for guiding and mentoring the team, attending regular staff meetings, perform ad hoc projects when needed, and training the agency’s project managers and related staff on various financial and accounting procedures. The supervisor is also responsible for posting journal entries to FMS; compiling, analyzing and reconciling the agency monthly and FY-end financial data.

CIVIL SERVICE LIST FOR ADMINISTRATIVE ACCOUNTANT, OR BE ELIGIBLE UNDER THE 55A PROGRAM.*

Qualifications

  1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing, and cost accounting and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or

  2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.
