Job Description

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Customer Operations Division has oversight of the DOF business centers, City Register’s Office, and the Land Records, Adjudication, and Collections divisions. Customer Operations is charged with the processing of tax payments, parking violations payments, and all other charges collected by DOF. The division is also responsible for recording property transfers, adjudicating parking, and camera violations, and managing the full life cycle of the department’s enforcement activities related to unpaid business and excise taxes, parking fines, and Environmental Control Board summonses.

The Collections Division is responsible for managing the full life cycle of the DOF’s enforcement activities related to unpaid business and excise taxes, parking fines, and Environmental Control Board summonses. The debt collection process involves specialized professional collectors, experienced in the art of negotiation, who provide debtors with options and encourage full payment. The division utilizes several collection tools to enforce compliance, including notices, telephone dunning, outside collection agencies, and special projects aimed at locating and taking enforcement actions against assets.

The Collections Division is seeking a dynamic and resourceful individual with experience in debt collection, contract management, budget, and data analysis, to serve as the Senior Director of the Outside Collection Agency Unit. This individual will assist in identifying and capitalizing on the unit's revenue growth potentials, while effectively managing all aspects of the debt collection agencies.

Reporting to the Outside Collection Agency (OCA)/External Inquiry Unit head, the selected candidate will be responsible but not limited to do the following:

  • Serve as the Senior Director of the OCA Unit, monitoring the day-to-day operations.

  • Assist with drafting City debt collection procurements (Competitive Sealed Bid, Request for Proposal, M/WBE).

  • Generate reports from all systems used by the agency using data/programming tools including SQL, SAS, R or Pythons; analyze report data and make recommendations.

  • Perform basic and advance statistical data analysis; generate reports and graphic representation of the data.

  • Coordinate the activities of the unit with those of the division, other departments, and outside collection agencies.

  • Assist with creating, monitoring, and tracking collection agency budget to ensure appropriate funding; create budget modification.

  • Oversee the management of disputes reported by the public, internal and external sources and resolve in a timely manner.

  • Monitor collection agencies performance, conduct site visits, and draft recommendations.

  • Monitor developments in areas of responsibility.

  • Keep updated with City, State and Federal Laws that affect collection agencies.

  • Keep on top of techniques for providing a high level of customer service to our customers by effectively dealing with the contract vendors and internal sources.

  • Oversee, and participates in all unit activities, including short- and long-term planning activities.

  • Assist with the development and administration of department policies, procedure, and services.

  • Assist with supervising the External Inquiry Unit.

  • Respond to ad-hoc requests.

SPECIAL NOTE:

Within the first year of appointment, the incumbent must successfully complete the Certificate Program: “Professional Collection Specialist Designation (PCS)”, offered by the Association of Credit and Collections Professionals (ACA) or an equivalent pre-approved professional certification in a related field.

Qualifications

  1. A baccalaureate degree from an accredited college or university, and at least two years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work.
