Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.

The Center for Technology Ideation (CFTI), within the Enterprise Shared Services organization, is responsible for standardizing ITS’ ability to assess both opportunity and impact of requests for IT services. These activities including technology ideation, consultations, solution design, effort/time/cost estimates, and preparation of assessment-related documentation. CFTI is charged with fostering a close partnership between Programs, Business Units, and ITS to ensure business needs are met with the right solution, reduce risk associated with technology innovation, increase adherence to the request intake process, and help align ITS with industry best practices for system lifecycle management.

Information Technology Services (ITS) is recruiting for one (1) IT Project Specialist, to function as a Senior Technical Analyst, who, under the general direction of the Divisional Director, with broad latitude for the exercise of independent initiative and judgment, and drawing upon prior, extensive work experience as an analyst, will be responsible for developing a shared understanding of various technology needs across Programs and ITS and conducting comprehensive and consistent technical business analysis that feeds into the solution architecture design as well as project governance and funding documents.

The Senior Technical Analyst will:

  • Participate in and leads technical and functional design thinking activities such as workshops,

    interviews, and immersion to gather information related to opportunity and impact assessments

    of DSS/HRA/DHS program requests and to create a shared understanding between the business

    and ITS. Collaborate with internal and external stakeholders to create deliverables such as journey

    maps, personas, empathy maps, stakeholder maps, process flows, etc., to connect current- and

    future-state business processes to technical solutions and end user experiences.

  • Coordinate efficient and accurate, high-level technical systems analysis between various technology

    teams based on functional business requirements and business objectives. Translate business needs

    into technical artifacts for consumption by ITS technical teams. Review, analyze, and validate technical

    specifications also created by other teams.

  • Partner with the Solution Architects and other ITS groups on the selection of appropriate technology

    components for robust and scalable solutions and ensures consideration of industry best standards,

    as well as the total cost of ownership of proposed solutions.

  • Participate in the creation of documentation such as Business Cases and Certificates to Proceed (CP)

    to secure agency funding for program requests through the contribution of solution descriptions as well

    as level of effort, cost, and timeline estimates.

Qualifications

  1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

  2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

  3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

  4. Education and/or experience which is equivalent to "1", "2", or "3" above.
