SALARY RANGE: $110,000 - $130,000

HOURS OF WORK: 8:00 am - 4:30 pm

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY:

Reporting to the Assistant Deputy Chief Strategic Planning, this position is responsible for overseeing all aspects of MTA Procurement's budget management and Human Resource functions. This position will be accountable for compiling concise monthly reports of MTA's financial performance to the Department's Senior Executives which will include the explanation of monthly variances for Other Than Personnel Services (OTPS) accounts and salary and wage accounts. The position will be responsible for creating accurate projections to ensure successful long- and short-term financial planning

RESPONSIBILITIES:

  • Oversee the preparation of monthly reports that explain and show salary and wage and OTPS general ledger accounts. Process major budget exercises, including reports that show and explain the current and projected variances in detail. Evaluate the impact of major expense variances on financial results and work with staff to integrate these items into the forecasts and estimated budget. Ensure that the results of these activities are presented to MTA Procurement senior staff in an accurate, understandable, and timely manner.

  • Oversee a variety of HR services ensuring consistent implementation across MTA Procurement including recruiting, on-boarding strategies, tracking personnel actions, reporting and, review/preparation of job descriptions.

  • Manage and monitor Procurement expenditures; confirm the accuracy of fund allocation; oversee research involved in resolving budget discrepancies. Work with project/contract managers to ensure that proper funding levels are maintained. Collaborate with Office of Management and Budget (OMB) to request adequate budget funding for future needs. Provide recommendations to senior management on budget strategies.

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Provide guidance and mentoring to junior staff, particularly for efforts related to data analysis, visualization, and communication of results. Ensure adequate training of staff on all OMB financial systems and reporting tools.

  • Coordinate and strategize with the Director of Business Planning and the Assistant Deputy Chief on hiring strategies, budget forecasts and management, including implementing cost saving measures.

  • Work closely with Department senior management and employees to improve work relationships, build employee engagement and retention. Work with HR to effectively resolve complex performance management and employee relations matters and complaints.

  • Participate and supervise special projects, including Talent & Organizational Development initiatives. Collaborate with the People Department's Compensation, Talent Acquisition and Business Partner teams to ensure fair and consistent application of MTA’s rules and regulations.

  • Review and provide Department Budget approval for requisitions of various contract actions in support of all Department Managed programs. Interact regularly with project managers and procurement buyers to monitor the progress of contract action and identify opportunities for upcoming new contracts or renewal events. Meticulously oversee timely invoice payments and, with project managers, resolve discrepancies with accounting or user departments as necessary.

  • Create and implement Policy and Procedure for budget requests, usage and oversight.

  • Additional duties as assigned.

    KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of MTA Budget Procedures.

  • Experience in budgeting, forecasting and expense variance analysis.

  • Possess knowledge of HR rules and policies with regard to employment, compensation, and civil service rules.

  • Strong attention to detail.

    EDUCATION AND EXPERIENCE:

    REQUIRED

  • Bachelor’s degree in Business Administration, Finance, Public Policy or a related field or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree; and

  • Minimum 7 years related experience.

  • Minimum 3 years in a managerial and/or leadership role

    PREFERRED

  • Strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.

  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.

  • Familiarity with the MTA’s policies and procedures.

  • Familiarity with the MTA’s collective bargaining procedures

  • Familiarity with the Budget software and practices
