This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY:
This position is accountable for assisting in the development of policy recommendations concerning labor analysis, collective bargaining, fringe benefits, overhead rates, and budget development. The incumbent will be responsible for directing the development and analysis of collective bargaining agreements and financial plans and projections relating to reimbursable and non-reimbursable fringe benefits. The incumbent will provide senior management with the analytical framework and timely investigative information to make fiscally sound decisions by identifying controllable versus uncontrollable costs; as well as make recommendations and execute corrective action and or improvements in booking and reporting fringe benefit expense. The incumbent will also be responsible for managing availability reporting, capital engineering and overhead rates reporting/budgeting and supporting data for pension models.
RESPONSIBILITIES:
Collective Bargaining – Plan, supervise, and support the analysis and documentation of financial estimates for proposals and demands generated during the collective bargaining process. This includes the presentation of historical facts and trend analysis used to support the bargaining process. Coordinate the implementation of collective bargaining agreements into the budgeting process and assist LR and HR and other departments in the actual implementation.
Labor Cost Factors – Develop foundational labor cost factors including average rates of pay by title, wage increases by union during financial plan period, wage accruals for expired contract, miscellaneous base pay, attrition rates and hiring projections.
Employee Availability – Direct preparation of employee availability goals and associated budget impacts. Evaluate budget impact of changes in availability and evaluate availability results.
Variance Analyses – Review general ledger payroll and timekeeping results and conduct variance analyses. Identify inconsistencies and highlight areas for improvement. Maintain tables that provide for the orderly categorization of employee hour and wage results.
Indirect Cost Rate Proposal (ICRP) – Prepare the Operating Cost Allocation Plan and the Preliminary Capital Engineering Overhead Rate. Review the final Capital Engineering Cost Allocation Plan and reconcile actual Engineering Overhead results. Evaluate and correct mischarges of expenses in cost allocation plans.
Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
KNOWLEDGE, SKILLS, AND ABILITIES:
Must have knowledge of financial planning and analysis
Must have very strong analytical capabilities and quantitative skills
Must have very strong Excel and Access skills
Strong problem-solving skills with the ability to identify the appropriate analytical processes to address issues, arrive at supportable recommendations, build consensus, and ensure implementation of changes
Project management skills
Exceptional written and oral communication skills
Experience in business analysis, budgeting, or business process reengineering is preferred
Familiarity with Hyperion Planning and Generally Accepted Accounting Principles is preferred
May need to work outside of normal work hours (i.e. evenings and weekends)
EDUCATION AND EXPERIENCE:
Bachelor’s degree in Finance, Business Administration, Mathematics, Economics or related field. An equivalent combination of education and experience may be considered in lieu of a degree.
Minimum 5 years related experience of which 1 year must have been in a supervisory/leadership position.
