JOB TITLE : Senior Manager – General & Technical Accounting NYCT

SALARY RANGE : $118,560 - $128,466

HAY POINTS : 702

DEPT/DIV : Controller

SUPERVISOR : Deputy Director - NYCT

LOCATION : 2 Broadway

HOURS OF WORK : 8:30 am - 5:00 pm (7 1/2 hours/day)

DEADLINE : Open until filled

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :

This position is responsible for performing financial/accounting functions to accurately report subsidies income, NYCTA/ MaBSTOA inter-company accounts reconciliation with other MTA agencies, and managing the analysis and reconciliation of accounts. The Position will ensure that G/L reconciliations are completed timely and quarterly account reconciliation status is up-to-date . In addition, this position will be responsible for the NYCTA annual Federal Transportation Administration financial reporting.

RESPONSIBILITIES :

  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Manage the recording and analysis of various subsidy income streams for accuracy and completeness for quarter and year-end financial statement reporting.

  • Manage the data gathering, reconciliation and confirmation of NYCTA/MABSTOA intercompany accounts with all other agencies for quarterly and year-end financial statements consolidation.

  • Manage the preparation, filing and audit of the annual NYCT’s National Transit Database (NTD) report. L ead the data gathering and preparation of the financial statements section in compliance with the Federal Transportation Administration requirements.

  • Coordinate with OMB on accruals and settlement of retro wage accruals and serve as point of contact with Labor Relations on accounting related matters.

  • Manage monthly settlement/payment of inter-agency payables for all agencies.

  • Manage the review and processing of health and welfare transactions for NYCT and MaBSTOA .

  • Other duties as assigned.

  • Must have knowledge of PeopleSoft.

  • Must have knowledge of Microsoft Application/Excel.

  • Excellent communication and interpersonal skills.

  • Excellent organizational and presentation skills.

  • Demonstrated ability to work with all internal levels within a given organization.

  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Federal Transit Administration, Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

  • Demonstrated ability to work in a high profile, high pressure environment effectively.

  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.

  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.

  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.

  • Demonstrated analytical capabilities and quantitative skills.

  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook

    EDUCATION AND EXPERIENCE :

    Required:

  • Bachelor’s degree in Business , Accounting or a related field.

  • Minimum 5 years related experience.

  • Demonstrated supervisory and/or leadership abilities.

    Preferred:

  • Certified Public Accountant

  • Master’s degree in a related field.

  • At least 3 years in a managerial and/or leadership role.

  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.

  • Familiarity with the MTA’s policies and procedures.

  • Familiarity with the MTA’s collective bargaining procedures.
