The Council of State Governments Program Finance Director (Hybrid or Remote) in New York, New York

How you'll fit in:

The program finance director will report to the division director of Finance, Operations, and Administration. The program finance director will be responsible for reporting all the actual expenses incurred and accrued. The person in this role will also be tasked with leading a team of financial analysts and managers charged with a significant set of responsibilities to empower a 100+ team of policy experts and consultants working nationally to execute 60+ projects of varying scope, parameters, and financial restrictions. The program finance director will also be responsible for in-depth analysis of financial data, including programmatic budgets included in the submission of requests for proposals (RFPs); variance analysis; and coordinating and leading teams in researching and building financial data that will result in the creation of the CSG Justice Center's operating budget of over $25 million.


The program finance director will also be expected to assist the division director of Finance, Operations, and Administration in assessing and refining financial systems and controls, and developing short-term strategic financial plans and timelines.


The program finance director will work on multiple projects with teams focusing on challenges associated with new and existing guidelines set forth by generally accepted accounting principles (GAAP), the Office of Management and Budget (OMB), the Department of Justice, and multiple funding sources.

What you'll do:

Specific responsibilities of the program finance director include the following:


Accounting and Financial Management

  • Manage the financial affairs of the agency within the scope of responsibility delegated by the division director, Finance, Operations, and Administration.
  • Provide accurate and timely monthly reporting as required for internal management.
  • Prepare and maintain regular financial planning reports, including monthly revenue and expense reports vs. budget.
  • Supervise and lead the project finance managers and finance analysts.
  • Ensure that standard accounting principles are followed in maintaining the agency's financial records.
  • Oversee the proper maintenance of all accounting systems and functions, including accounts payable, accounts receivable, and the corporate credit card.
  • Compile and analyze complex financial data that will be presented to senior management.
  • Identify and research budget discrepancies to resolve collaboratively across multiple divisions while delegating tasks to relevant team members.
  • Analyze monthly budget variances and prepare journal entries to correct discrepancies.
  • Study and recommend ways to reduce or eliminate discrepancies to management in and out of the Finance, Operations, and Administration Division.
  • Ensure the accurate and timely creation of ad-hoc/custom financial reports for division directors and managers.
  • Project adverse impact of funding loss or project overruns on the fund balance. Independently conduct cash flow analysis of both revenues and expenses.
  • Ensure that employees' hours are being charged to the proper grants on which they are working. Notify staff and managers when grants are closing and when grants have minimal funding left.
  • Support the successful completion of audit inquiries from both internal and external sources.

Planning and Forecasting

  • Support the division director of Finance, Operations, and Administration in establishing long-range fiscal priorities to advance the fiscal health of the agency.
  • In partnership with division directors, oversee the work of project finance managers in developing project and division level budget projections.
  • Working closely with multiple divisions, map budget projections against proposals submitted and proposals awarded to ensure that funding gaps are continually monitored and reported to the CSG Justice Center's senior management team.
  • Work directly with designated division representatives to ensure accurate and sufficient project planning and budgeting.
  • Lead the development and reprojection of the administrative budget.

Contracts

  • Oversee the development of subcontracts and monitor subrecipient spending and cost allocations to ensure compliance with funding agency guidelines.
  • In conjunction with the legal department at headquarters, draft contracts and amendments for CSG Justice Center consultants, subcontractors, and vendors.
  • Oversee the project finance managers to ensure consistent and clear communication with program leads regarding the status of contracts and invoices related to projects they oversee for the timely execution of contracts and vendor payments.
  • Oversee the update of encumbered and other contracts in the organization's budget forecast tool in a timely manner.
  • Review and sign contract and office invoices for processing.

Grants

  • Interpret, explain, and apply a variety of grant policies, rules, and regulations to policy teams to support the implementation and execution of grants.
  • Oversee the creation of invoices and tracking of accounts receivable for foundation and state and local grants.
  • Ensure staff maintain databases for subawards and letters of agreement.
  • In conjunction with headquarters, ensure financial compliance with federal, state, and local regulations and foundation guidelines, as applicable.
  • Work closely with funders, subcontractors, and headquarters to ensure accurate and timely billing and payment process for foundation grants and state and local contracts.
  • Oversee the tracking of financial deliverables associated with grants/contracts, ensuring the project finance managers work collaboratively with their respective divisions.
  • Working with the division director, Development and Grant Administration, coordinate monthly reports regarding grants ending and reports due to funders.
  • Working with headquarters, coordinate the preparation and reporting of financial information to funders.

General Administration

  • Plan and participate in financial meetings with directors and managers.
  • Actively participate in staff discussions and strategic financial planning meetings.
  • Contribute to the evolution of the CSG Justice Center's Financial Edge database and strategize with staff on ways to use the system to improve financial reporting.
  • Actively participate in month- and year-end financial closings.
  • Create and analyze programmatic budgets to be included in RFPs in partnership with other Finance, Operations, and Administration Division personnel.
  • Ensure financial closing of grants and contracts as their respective periods come to an end.
  • Forecast balances and develop closeout scenarios for consideration by the division director of Finance, Administration, and Operations.
  • Analyze indirect recovery totals and adjust where necessary.
  • Oversee updates and maintenance of contract balances in FLUXX, the CSG Justice Center's program and activities database.

What you'll bring:

  • A bachelor's degree in finance, accounting, business administration, or related field required
  • At least eight years of accounting and financial analysis experience or a combination of both, preferably in the not-for-profit industry
  • Four years of supervisory experience
  • Four years of financial accounting software systems experience, preferably with Blackbaud's Financial Edge
  • Thorough knowledge of generally accepted accounting principles and procedures and federal requirements for grants under 2 CFR 200
  • Skillful use of spreadsheets and pivot tables, both in Excel and Google Sheets
  • Working knowledge of how to prepare and interpret income statements and balance sheets
  • An analytical mind and strong oral communication and writing skills, including the ability to effectively distill and present complex information in a concise way
  • Excellent interpersonal skills, maturity, and ability to work independently and in a team setting, with a sense of humor
  • Detail-oriented with an efficient, organized work style and an ability to prioritize quickly and confidently amid multiple deadlines
  • Reliable and secure internet/data connection and flexibility for using a personal device for internet connectivity during business travel. A cost offset is provided by CSG

CSG believes that pay equity and pay transparency advance workplace fairness. Compensation will be equitable and based on experience and geography. The salary range for this position is $98,800-$134,820 per year. Salary ranges are subject to change based on work location and market conditions.
