Job Description
The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to roughly 1 in 16 New Yorkers across over 177,569 apartments within 335 housing developments through public housing, Section 8, and PACT/RAD programs.
The Department of Resident Services, Partnerships and Initiatives (RSPI) engages NYCHA residents in critical programs, services, and initiatives in the areas of economic opportunity, youth, senior and social services; supports NYCHA’s extensive network of Resident Associations; and connects residents to opportunities such as financial empowerment, business development, career advancement, and educational programs.
The Resident Participation & Civic Engagement Services (RPCES) Department engages residents across all NYCHA Neighborhoods, empowers NYCHA residents to participate in decision-making processes, and ensure residents' needs and concerns are integrated into NYCHA's transformation plan. The department focuses on five key areas: Conducting Resident Association Elections, Implementing Programs, Administering Tenant Participation Activity (TPA) Funds, Support NYCHA Initiatives and Projects, and Engaging Resident Leadership Groups.
NYCHA seeks a dynamic and service-oriented Neighborhood Service Coordinator with a passion for service. The Neighborhood Service Coordinator will work within a Neighborhood Model which organizes NYCHA’s housing portfolio around the City’s neighborhoods to allow staff to address the unique needs and challenges of their respective neighborhoods and housing developments. The vision is that staff will become stewards of their neighborhood housing portfolios, immersing themselves in the daily rhythms of their residents to fully understand their wants, needs, and challenges.
Reporting to a Borough Manager, responsibilities will include, but are not limited to the following:
Oversee engagement, activities, and support services in a geographic neighborhood with responsibility for 5-10 NYCHA developments.
Conduct Resident Association Elections; develop election schedule, secure space, coordinate with stakeholders, prepare materials, report outcomes.
Meet regularly with Resident Associations to understand concerns, support with accessing resources, assist with Tenant Participation Activity (TPA) related matters.
Work closely with Resident Association to identify desired services and coordinate to bring related resources to the development.
Conduct outreach to residents within NYCHA developments as needed.
Assess status of on-the-ground community assets such as Community Centers and Senior Centers.
Recruit residents to join various programs; share flyers, establish information sessions, assist with applications.
Coordinate meetings with stakeholders such as NYCHA Capital, Community Centers, Property Managers, and other stakeholders within the neighborhood.
Ensure residents are aware of internal and external resources such as social services and employment; refer residents to other NYCHA departments when relevant.
Assist residents during operational projects such as gas restoration and abatements and crises such as high heat conditions, frigid temperatures, or water quality issues.
Promote NYCHA initiatives and campaigns such as recycling, sustainability, and free internet.
Plan, host, and attend onsite events such as family days, resource fairs, and job fairs.

Qualifications
A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
