Promotion: One year of permanent service as an Investigator 3 (License) 52.7 NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS: Non-Competitive Promotion (NCP) Qualifications: To be eligible for NCP, candidates must be in the Department of State promotion field and have one year or more of permanent service as an Investigator 3 (License). If 3 or fewer qualified Department of State Investigator 3 (License) respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Investigator 3 (License) without further examination.Note: Non-competitive refers to not competing in an examination; the appointment will be competitive. The minimum qualifications for NCP appointment are:One year of permanent service as an Investigator 3 (License).It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.PROVISIONAL QUALIFICATIONS: Based on the results of the canvass of the current eligible list for the Investigator 4 (License) the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Investigator 4 (License) exam and be reachable for appointment from the newly established eligible list. The minimum qualifications for Provisional appointment are:One year of permanent, contingent permanent, or 55 B/C service as an Investigator 3 (License).It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.55 B/C QUALIFICATIONS: Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. FINGERPRINTING QUALIFICATIONS: Appointment to this position may require that the candidate successfully undergo an investigative screening including a criminal history check.Duties Description The Investigator 4 (License) duties in the Division of Licensing Services will include but are not limited to the following:•Direct and coordinate the Division’s enforcement activities, ensuring goals are met and activities are followed according to Division policy and standards.•Plan, organize and train professional level staff.•Communicate regulatory and procedural changes ensuring proper implementation.•Prepare cases and provide testimony at hearings.•Provide statistical and narrative reports to administration and executive staff on a regular basis.•Provide guidance and training to staff.This position will be filled in either Albany or NYC and travel 20 percent of the time to support both locations.Additional Comments The Department of State is proud to be an equal opportunity employer.
