The HRIS Manager at City College is pivotal in enhancing our human resources department's operational efficiency and strategic capabilities. Utilizing extensive experience in HR Information Systems (HRIS), the HRIS Manager is responsible for the development, implementation, and optimization of our HRIS platforms, including CUNYfirst/Workday, aligning with the college's objectives for academic excellence and operational efficiency.

This position reports to the Director of Operations.

Duties and responsibilities include but are not limited to:

  • Serve as the subject matter expert for CUNYfirst/Workday and other HRIS platforms (Shadow Systems), ensuring their optimal functionality.

  • Oversee the accurate input and maintenance of data within CUNYfirst/Workday, safeguarding data integrity and compliance.

  • Develop strategies to enhance HRIS processes and systems, including automation and software integration.

  • Generate and analyze reports from CUNYfirst/Workday to support decision-making and strategic planning.

  • Run reports in CUNYFirst/Payserve and other applicable systems.

  • Partner with the Finance Department to track budget and headcount for the college.

  • Audit system reports, identify inaccuracies, and independently rectify them to maintain data integrity.

  • Provide data-driven insights to senior leadership for resource allocation and talent management decisions.

  • Design and conduct CUNYfirst/Workday training for employees and managers, enhancing system usage.

  • Answer system queries from all stakeholders, troubleshoot, and resolve issues as the primary contact.

  • Collaborate with IT and HR teams, and system user experts across the university to resolve HRIS issues.

  • Supervise teams responsible for data entry, reporting, and system administration in CUNYfirst/Workday.

  • Represent City College in university-wide HRIS initiatives and meetings.

  • Recommend and implement HR process and system improvements in collaboration with HR and IT departments.

  • Lead initiatives to standardize HR processes, enhancing departmental transparency and efficiency.

  • Performs other related tasks as assigned or required for Special Projects.

QUALIFICATIONS

Bachelor's Degree and six years' related experience required.

Preferred Qualifications

• 3 to 5 years of Supervisory experience.

• Extensive knowledge of HR operations, employment regulations, collective bargaining agreements, and HR policies and procedures.

• Expert Skills in managing sensitive and confidential employment issues are essential.

• Knowledge of federal employment laws, regulations and processes preferred.

• Experience with CUNYfirst and other HRIS systems, as well as payroll systems (e.g., PayServ).

• Intermediate/advanced Excel skills.

• Strong analytical and data management skills.

• Excellent verbal and writing skills.

• Ability to develop and implement strategic HR initiatives.

• Demonstrated leadership and staff management abilities.

• Attention to detail and ability to prioritize multiple tasks.

• Aptitude for problem solving.

• Strong interpersonal and customer service skills.

• Knowledge of automated HR systems and process improvement techniques.

CUNY TITLE OVERVIEW

Manages a portfolio of Human Resources programs and operations at the College level.

  • Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology

  • Manages staff responsible for carrying out operations in the Human Resources office

  • Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees

  • Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements

  • Provides outreach to employees and provides communications such as meetings, newsletters, and web sites

  • Compiles accurate and well-organized reports

  • Assists management with developing policies, procedures, and programs to support Human Resources' objectives

  • Performs related duties as assigned.

COMPENSATION AND BENEFITS

Salary Range: $107,789 and $110,641. Salary commensurate with education and experience.
