Job Description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The selected candidate will report directly to the Supervisor of the Internal Promotion, Reinstatement, and Restoration Unit and will assist in the following areas:

  • NYC Department of Citywide Administrative Services (DCAS) liaison duties - This task involves

    the tracking of all requests from DCAS necessitating the Department’s review and response to draft

    NOEs and/or the participation of DOC staff in exam development panels and activities. The Human

    Resource Specialist will ensure that disciplinary and conflict of interest clearances are obtained when

    necessary and work with leadership throughout the Department to meet all DCAS established

    deadlines.

  • Discretionary actions and Internal Promotions – Assistance in the tracking, vetting, and processing

    of requests for internal promotion. This task involves heavy coordination with Department leadership

    to determine eligibility for promotion and/or salary increase as well as the ability to compose

    written justification of actions in a meaningful and coherent manner.

  • 211 Waiver Processing – Assistance with ensuring the timely submission of senior leadership

    requests for 211 Waivers for eligible retirees who seek City re-employment without disruption to existing

    pension payments. Although not a frequently reoccurring task, it is one that is complex and multifaceted.

    The Human Resource Specialist will assist the Supervisor to certify compliance to stringent DCAS

    guidelines and equitable hiring practices.

  • Agency-Wide Organization Charts – This is a bi-annual task with some intermittent follow-ups.

    The Human Resource Specialist will work with Division liaisons to obtain up-to-date organization charts

    and aid with the composition/editing of charts when needed.

  • Reinstatement of eligible former employees to DOC service. The Human Resource Specialist will

    serve as back up to the reinstatement/restoration specialist during absence with regard to the retrieval

    of documents and first day processing of returning staff.

Qualifications

  1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

  2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
