SALARY RANGE : $120,000.00 - $150,000.00

LOCATION : 333 W. 34th Street, 10th Floor New York, NY 10001

HOURS OF WORK : 9:00 am - 5:30 pm (7 1/2 hours/day)

DEADLINE :

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :

Heads the Program Management Office, a managerial-level internal consulting team, working on strategic initiatives for MTA BSC Procurement to improve all agency and departmental economic efficiency, service quality and overall performance. Team projects address key operational, strategic and policy issues through a structured problem-solving approach that typically includes a combination of rigorous data analysis and field observation.

Project recommendations may include revisions to business processes and priorities, organizational structure, resource allocation and performance measures. Will provide problem-solving leadership, lead interactions with agency stakeholders and be responsible for recruitment and the professional development of team members.

RESPONSIBILITIES :

  • Utilize a programmatic approach to proactively manage the functional and temporal inter-dependencies amongst Procurement projects. This includes managing the execution of the Procurement projects with activities to address the complexity, cost and risk associated with a successful PMO.

  • Manage the successful all-agency yearly annual reporting to NYS Comptroller’s Office, including directing a multi-agency/multi-functional team and ensuring reporting criteria are updated as required by NYS and the process is analyzed for continuous improvement.

  • Lead all-agency procurement document Management and retention team. Establish standard all-agency procedures in accordance with MTA and NYS policies, including electronic document retention, scanning, off-site storage, and appropriate destruction of expired contract files.

  • Lead cross functional project teams aimed at driving solutions to complex MTA Procurement issues and developing strategic and financial frameworks to conduct analysis.

  • Prepare and present analyses and recommendations to senior leadership and the MTA Board.

  • Drive strategic decision making through an in-depth understanding of industry trends, market dynamics and internal key indicators.

  • Drive operational improvement, business risk management, and business development ideas across all MTA Agencies.

  • Establish business metrics to meet client and customer requirements and achieve key goals.

  • Assess operating business risks/opportunities and identify strategies to mitigate/capitalize as appropriate.

  • Provide critical issues analysis to management and lead analysis for the development of new project proposals.

  • Develop and manage implementation of communications strategy that will support MTA strategic initiatives and overall MTA mission.

    EDUCATION AND EXPERIENCE :

    REQUIRED

    BA/BS in Business Administration or related field; MBA or advanced degree preferred.

    8+ years satisfactory full-time Project Management experience or similar role; 3+ years managing procurement programs and process improvements.

    Operations management, process improvement, systems management, project management, customer service, and business continuity

    3+ years of experience managing at least 3 full-time resources.

    PREFERRED

  • PMP Certification preferred.
