Summary
The Director of Operations Program Support is tasked with developing new innovative ways of thinking along with business process changes and supporting tools to meet the challenges of operating under a new C onstruction and D evelopment programmatic and operational environment. The person in this role will apply functional and technical expertise to facilitate process development and implementation for business solutions and initiatives that address operational processes and support capital program needs. The incumbent will be responsible for key aspects of financial coordination and issue resolution with a broad range of stakeholders throughout C&D and the MTA . They will work with management and other business partners to identify , establish and produce analytical and reporting requirements to support business operations. The Director , Operations Program Support will work with senior management to support strategic development and implementation , as well as drive sustainable improvements through change management and innovative business processes to support C&D’s transformation and consolidation.
Responsibilities
The Director is guided by various policies, procedures and specialized standards.
Makes recommendations for policy and procedural changes with final approval from senior management and supports the implementation of such changes.
Typical duties may include:
Provide direction within their area of responsibility to ensure effective implementation of administrative processes and provide recommendations for efficient and effective departmental or business unit operations.
Manage provision and coordination of administrative functions within their area of responsibility, including but not limited to some of the following areas: capital project and/or operating budget administration, timecard/job charge management, non-revenue vehicle management, procurement requests, payment coordination, space management (including field offices), training/travel requests, overtime management, audit response, internal controls, and/or equipment/supplies management.
Coordinate with related parties throughout C&D and the MTA agencies.
Manage the development, analysis, reporting , and maintenance of data and related systems required for effective operations in departmental , business unit , or project management operations.
Provide input into overall strategy and approach in consultation with senior management.
Direct ly prepare data analysis, reporting, and presentations related to capital project management, business unit , and/or departmental operations.
May direct data and document management activities for project management systems within a business unit or integrated project.
May manage activities to prepare and support personnel requests and documentation for a department or a business unit, including temporary staffing services.
Coordinate within the business unit(s).
Maintain related reports and data.
May manage and provide input to resolve complex issues for contracts and procurement requests supporting operations or capital program/project-related issues.
Education and Experience
Bachelor’s degree in Business Administration, Public Administration, Engineering, Architecture, Computer Science, or a related field.
Must have a minimum of ten (10) years of related experience .
Must have a minimum of f ive (5) years in a managerial or supervisory role and/or project manager role in a large, multi-faceted organization.
Competences:
Demonstrated experience in managing diverse administrative functions supporting operations of a large organization.
Experience in implementing MTA policies and practices related to project management, budget, timekeeping, human resources, procurement, payment processing, facilities management, and/or other administrative functions preferred.
Ability to manage complex, sensitive issues with high confidentiality and judgment.
Excellent communication and interpersonal skills.
Ability to build relationships and work collaboratively with stakeholders at all levels.
Demonstrated ability to work in a high - profile, high - pressure environment effectively.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Extensive knowledge and experience in financial and budgetary analysis, reporting, decision-making, and coordination within the MTA environment preferred.
Demonstrated ability in statistical analysis of problems , evaluating business processes , and identify ing areas of improvement.
Demonstrated ability and understanding of how the overall capital program and operational business solutions are positioned, deployed and supported within MTA Construction and Development and throughout the MTA.
Must have knowledge of business processes, process mapping, and process optimization. Must possess excellent team building , listening, problem - solving, and prioritization skills.
Demonstrated proficiency in PeopleSoft, Microsoft Office Suite (Word, Excel, Access, PowerPoint, and Outlook), Power BI, Teams, or similar applications.
