Job Description
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $90,000.00 – $100,000.00.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
ACS’ Division of Youth & Family Justice (DYFJ) is responsible for oversight and management of secure and non-secure detention services for juveniles awaiting disposition in family and supreme courts, as well as a network of community-based delinquency prevention, alternative to detention, and alternative to placement programs for youth involved in, or at risk for involvement in, the juvenile justice system. DYFJ oversees a wide network of providers throughout the five boroughs that operate placement sites for youth who are adjudicated delinquent and placed by the New York City Family Court as part of the Close to Home initiative.
DYFJ manages two secure detention facilities for youth in New York City, providing round-the-clock care, supervision, and rehabilitation. Operating 24/7, the facility is responsible for the safety and well-being of detained minors, ensuring a secure environment while promoting positive behavioral development. Staff oversee daily activities, monitor behavior, and implement individualized treatment plans. The facility prioritizes security, education, mental health support, and restorative practices to address the needs of detained youth. Additionally, staff maintain compliance with state regulations and best practices for youth detention.
DYFJ is seeking a Director for Horizon Administration who will be responsible for enhancing operational efficiency and overall effectiveness of the Horizons Juvenile Center. The Director will play a crucial role in the day-to-day administrative management of the facility, ensuring all operations align with our mission to promote positive outcomes for the youth we serve.
The duties and responsibilities of the Director, Horizon Administration will include, but will not be limited to:
Serve as an integral member of the DYFJ leadership team tasked with improving administrative processes and providing necessary support to staff and youth alike
Partner with the Executive Director of Administration to develop and implement policies and procedures to enhance service delivery and uphold the highest standards of care
Manage the Housekeeping Unit responsible for daily cleaning of the facility, painting, and laundry services for youth
Monitor administrative contracts for uniforms, cleaning, personnel, administrative matters and submit procurement requests for new needs and/or renewals, as required
Monitor and conduct analyses of facility staffing to ensure a balanced allocation of staff across work tours, includes tracking schedules, overtime, extended leaves, etc.
Coordinate with Horizon counterparts on new initiatives, and process improvement initiatives to ensure uniformity between sites
Manage performance and learning for the Detention Center which includes coordinating professional development opportunities, ensuring staff attend mandated trainings and supporting the delivery of additional training, as needed
Ensure tasks and standards, and performance evaluations for all facility personnel are submitted in a timely fashion
Coordinate with ACS divisions for required repairs, facility maintenance and building security
Collaborate with ACS Employment Law Unit on disciplinary referrals
Liaise with ACS Human Resources on timekeeping, workers’ compensation cases, long-term leave, employee clearances, etc.
Liaise with the NYC Department of Investigation, NYS Justice Center, and NYS Office of Children and Family Services in support of oversight responses and visits
Support development of goals and metrics for the facility, and monitor and assist with facility operations, programs, and special projects
Special Note:
- The role requires availability to work during overnight shifts, weekends, holidays and major events in all weather conditions to ensure coverage and responsiveness as needed.

Qualifications
A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
