City of New York Deputy Personnel Chief in New York, New York
Job Description
The NYC Law Department is hiring a Deputy Chief of Personnel. Reporting to the Chief of Personnel the duties include but not limited to:
Directly oversee a staff a team comprised of Assistant Deputy Chief of Personnel, Personnel Associates, Legal Assistant Liaison and Liaison Assistant within the Personnel unit who are
responsible for the hire and onboarding process of new employees, promoted staff, contracted professionals and unpaid interns.
Indirectly supervise a staff of Clerical Associates responsible for data entry and records management.
Perform the review of personnel packages for final approval; approve job vacancy notices, job offers and employee promotions.
Perform oversight and review of Planned Action Reports (PAR) of new hires and promotions for internal departmental approval and signoff.
Work in partnership with the NYC Office of Management and Budget (OMB) liaison for PAR submission for new hire request.
Perform follow-up on PAR approval status and respond to inquiries upon request.
Work with the Legal Recruitment Office regarding new hire actions and internal promotional actions.
Perform verification of agency's payroll input into New York City Automated Personnel System (NYCAPS) and Payroll Management System (PMS).
Work in collaboration with internal departments for justification request of new hires and act as a liaison with OMB and internal departments to provide additional information in reference to
PAR request inquiries.
Work with Personnel Associates to reconcile the division headcount and update vacancy reports.
Oversee and manage the implementation of Recurring Increment Payments, longevity differentials and service awards for eligible employees.
Provide supervision of civil service hiring pools and work with Personnel Associates in finalizing the disposition of civil service lists.
Conduct meetings with staff and divisions.
Special Projects as assigned.
Qualifications
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
