This Communications Surveillance Technology role is focused on designing, developing, managing, and providing technical support for the Electronic Communications Surveillance systems used by Compliance at TD Securities. These systems review employee communications to mitigate reputational and regulatory risk to the firm. The Compliance Surveillance Technology team works closely with other teams within Compliance, Legal and Information technology. Team members have the opportunity to work on the latest in surveillance technologies, participate in firm wide initiatives, and contribute to the business's success.

KEY ACCOUNTABILITIES

CUSTOMER

  • Leverage deep technology expertise in communication surveillance to deliver and ensure that the various technologies, tools, processes, and documentation required are available to effectively execute on the businesses monitoring objectives and regulatory mandates.

  • Execute on the Engineering strategy as it relates to the introduction of tools and the automation of build, test, release and configure activities across all related technologies and systems.

  • Ensure operationally that the solutions integrate with the appropriate enterprise-based tools and processes as part of automated/self-serve Application, Platform, or Infrastructure releases.

  • Work with partners across Technology and apply in-depth understanding of relevant business needs to identify and leverage synergies across the various areas.

  • Act as the expert or lead innovator and agent of change for the programs and services under management.

  • Work with other teams to implement best practices for engineering and management.

  • Work with vendor platform providers and engineering peers to keep abreast of trends, products, frameworks, and applications.

  • Identify and effectively manage stakeholder engagement and impacts across the enterprise.

  • Interpret client needs, assess engineering related requirements, and identify solutions to non-standard requests.

SHAREHOLDER

  • Apply best practices and knowledge of internal / external business issues to improve products or services.

  • Monitor and control costs within own work.

  • May interact with governance and control groups, (e.g., regulatory / operational risk, compliance, and audit) to provide subject matter expertise and consult on risk issues / items related to Engineering technology and tools.

  • May develop and/or contribute to negotiations of third-party contracts/agreements.

  • Maintain knowledge and understanding of external development, engineering and emerging solutions, market conditions and their impact.

  • Proactively identify emerging technologies and innovative solutions for building more robust Communication Surveillance solutions.

BREADTH & DEPTH

  • Provide ongoing support to end-users to ensure the successful adoption and their efficiency.

  • Configure applications to meet requirements and ensure data quality and completeness.

  • Train end-users on how to use the applications interpret the data generated.

  • Liaise with other business and technology teams to assess and assign risk and follow up on issues identified during review of communications.

  • In-depth knowledge of data strategy, governance, and integration principals.

  • Prepare metrics and reporting related to the applicability and effectiveness of the program.

  • Ensure that Service Level Agreements (SLAs) are being maintained.

  • Familiarity with Behavox, Smarsh, Global Relay, Theta Lake, and Mobius vendor solutions.

  • Troubleshoots problems using tools and routine procedures; escalates as appropriate.

  • Executes scheduled maintenance routines in accordance with standard procedures.

  • Documents procedures, architectural blueprints, and testing methodologies.

  • Basic cybersecurity knowledge.

EDUCATION & EXPERIENCE & HOURS

  • University or post-graduate technical degree. (e.g., computer science, engineering).

  • 3+ years relevant Communication Surveillance experience at a Large Global Bank

  • Experience with cloud technologies and architectures.

  • Experience with the various electronic communication platforms and data types.

  • Experience with analytical concepts (e.g., Databases, Indexes, Lexicons, Scenarios, and Models)

  • Experience in doing minor scripting a plus on data types and interfaces (e.g., XML, CSV, EML, API)

  • Typically, a 35-hour weekday with occasional afterhours and weekends.

The Engineer II develops and maintains technical solutions that adhere to engineering and architectural design principles while meeting business requirements. Provides technical expertise with a focus on efficiency, reliability, scalability, and security; includes planning, evaluating, recommending, designing, operationalizing, and supporting solutions in compliance with enterprise and industry standards.

  • Expert knowledge of specific domain or range of engineering frameworks, technology, tools, processes and procedures, as well as organization issues

  • Expert knowledge of TD applications, systems, networks, innovation, design activities, best practices, business/organization, Bank standards, and may fulfill a governance role

  • Expert knowledge and experience in own discipline; integrates knowledge of business and functional priorities

  • Acts as a key contributor in a complex and critical environment

  • May provide leadership to teams or projects; shares expertise

  • Applies in-depth skills and broad knowledge of the business to address complex problems and non-standard situations

Education & Experience:

  • Bachelor's or Graduate degree

  • Strong academic background (e.g., computer science, engineering)

  • 7 + years relevant experience
