Job Description
The NYC Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP delivers more than 1.1 billion gallons per day of the highest quality drinking water to 8.5 million NYC residents and more than 1 million people in Upstate New York, and has a wastewater conveyance and treatment system capable of processing over 1.3 billion gallons of wastewater per day to protect the environment and the city’s surrounding waterways.
New York City has approximately 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100 million gallon underground storage tank and 7,000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protection’s Bureau of Water and Sewer Operations (BWSO).
The Bureau of Water and Sewer Operations (BWSO) is seeking to hire one (1) candidate for the title of City Wide Manager. Under the direction of the Section Chief of city-wide management with the widest latitude for independent judgment and decision making, the selected candidate will serve as a City-wide Manager. The City-wide Manager will be responsible for the overall operations, maintenance and repairs functions of New York City’s Water distribution and sewer drainage systems during off-hours and weekends, directing multiple district supervisors and their designees. The City-wide Manager will be coordinating on various operational issues with other city, state, federal agencies, private utility agencies and public. The City-wide Manager will also be instrumental in assisting with planning, implementing, and monitoring various training programs for the field operations’ staff. Candidate will also oversee investigations of water complaints, investigations and resolutions of sewer back-ups, catch basin clogging and other sewer complaints, which may require excavation; provide in-house consulting on extremely complex problems related to NYC water supply system; assist with preparation of written reports and budgets, and oversee contracts for the Section Chief and the Chief; assist with establishing programs and policies to ensure inspections and emergency repairs are performed in accordance with DEP standards and specifications; advise the section Chief on all aspects of management and operations, and assist in achieving and delivering long term plans and goals.
License Requirement- Possess and maintain a valid New York State Driver's license.
Preferred License- Department of Health certificate for Water System Operator, Class D Distribution System.
Qualifications
Eight years of full-time experience acquired within the last ten years in the construction, operation, repair, or maintenance of water supply distribution, sewer and/or drainage systems, four years of which must have been in a supervisory or managerial capacity; or
Education and/or experience equivalent to "1" above. However, all candidates must have the four years of supervisory or managerial experience as described in "1" above.
License Requirements
All candidates must possess a Motor Vehicle Operator's License valid in the State of New York.
