Duties Description Under the direction of the Commissioner, the Associate Commissioner (AC) of the Division of Harm Reduction (DHR) will assist with OASAS’s mission to provide, support, and oversee a data-driven continuum of addiction services (prevention, treatment, harm reduction, and recovery) delivered with equity, dignity, compassion, and respect. Duties will include: leading the development, implementation, monitoring, and evaluation of a comprehensive strategy to embed and prioritize harm reduction principles in OASAS policies, procedures, and workstreams; overseeing and supporting the development and implementation of organizational-change initiatives that provide information, training, and other tools to support OASAS staff and providers with integrating harm reduction in policies, procedures, and services; leading the collaborative implementation, monitoring, and evaluation of harm reduction services initiatives; providing leadership, supervision, and professional development to DHR staff; creating a workplace culture that prioritizes equity, inclusiveness, and reliable delivery of high-quality work; serving as a liaison, partner, and/or advisor to OASAS Divisions, state agencies, local governments, the federal government, and other external partners regarding harm reduction and OASAS’s harm reduction work; developing and maintaining productive stakeholder relationships with other state agencies, local governments, providers, and community groups to promote harm reduction across the state; representing OASAS as directed, as well as identify and develop opportunities to join or lead conferences, community forums, and other community events; collaborating with OASAS and other state agency fiscal, operations, and human resources staff to ensure implementation of daily operations related to budgeting, hiring, and physical and information technology infrastructure, and more; and other duties as assigned by the Commissioner. Candidates should be skilled at navigating complex politics, relationships, and bureaucratic environments; able to meet deadlines on accelerated timelines as well as balance competing priorities and ad hoc requests; adept at building strong partnerships within and between government and community partners; proficient in Microsoft Office suite; have strong communication and interpersonal skills; comfort in using research and data to understand and assess issues, as well as in the design and implementation of solutions or strategies; and able to travel. Travel 15-20%.
Minimum Qualifications Bachelor’s degree in a human services, health, health administration, social services, social work, psychology, counseling, or other related discipline; and eight years progressively responsible experience, including time in a health or human services setting working in direct services, policy, and/or advocacy. At least three of the candidate’s years of experience must have been in a managerial capacity. A J.D. or Master’s degree may substitute for one year of required experience. Ph.D. may substitute for two years of specialized experience. Four years of additional relevant experience (beyond the eight years minimum), or two years of additional experience plus an Associate’s degree may substitute for a bachelor’s degree.
