Position Objective:

Directly responsible to manage Metro-North infrastructure between Grand Central Terminal and Mott Haven in support of operation and maintenance needs and requirements. This position is directly accountable for managing the workforce responsible for maintaining the tracks, interlockings, drainage systems, embankments, grade crossings and brush control which are the critical components of the right-of-way structures needed to maintain safe and reliable train operations.

Responsibilities:

  • Directly manage the resources (labor, material and equipment) in association with the design, inspection and maintenance of Metro-North’s track and right-of-way infrastructure per the MW4 and the CFR. Directly manages brush cutting and tree trimming service contracts.

  • Provide a lead in supporting Metro-North’s safety program through the execution of required activities and policies associated with personnel working along or on the railroad’s right-of-way. Oversee staff to ensure compliance with all rules and regulations, including meeting quotas set for ECR testing

  • Develop staff and support of work group in expanding system knowledge, reducing operational costs and overtime. Supporting new requirements for improvement and expansion of Metro-North’s track and right-of-way systems, including EAM projects and the 213 Tracker system.

  • Provide day-to-day management of the inspection and maintenance of the track, right-of-way, main line switches, grade crossings, drainage structures, yards , sidings and switches in territory. This entails ensuring the subdivision’s territory is and remains compliant with all rules and regulations

  • Coordinate, manage and execute upgrades and repairs to tracks, interlockings, crossings, drainage and right-of-way systems between Grand Central Terminal and Mott Haven’s territory

  • Provide support for ensuring compliance with mandated Federal Railroad Administration regulations, inspections as well as Metro-North’s requirements for cyclical maintenance of tracks and interlockings.

    Required Knowledge/Skills/Abilities:

  • Strong oral and written communication skills

  • Strong knowledge and experience regarding critical components of track structure

  • Strong knowledge of interlockings, including both main line and yard switches

  • Strong knowledge of installation and inspection requirement along Metro-North’s right-of-way

  • Knowledge of engineering services required for railroad and corporate operations

  • Knowledge of FRA regulations and AREMA practices

  • Strong working knowledge of Microsoft Office and/or comparable applications

  • Strong analytical skills in order to analyze new and existing products and/or procedures

  • Must be able to recommend improvements or replacements to better support the track engineering systems

  • Must be able to work in a high profile / high pressure environment

  • Strong interpersonal skills with the ability to interact with internal departments and outside agencies

  • Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program

  • 24-hour, 7-day availability required

  • Must be able to work outside of normal working hours as needed to support maintenance and construction projects

    The Following is/are preferred:

  • Familiarity with Metro-North’s policies and procedures .

  • Familiarity with Metro-North’s collective bargaining agreements .

    Required Education and Experience:

  • Bachelor’s Degree in Mechanical or Civil Engineering or related technical curriculum or 6 years experience in supervising installation and maintenance of track and right-of-way infrastructure .

  • Minimum 5 years of supervisory experience encompassing track inspections, turnout installations and track maintenance .

    This position is safety-sensitive and subject to toxicological testing.

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
