The successful candidate will serve as an Agency Chief Contracting Officer (ACCO), reporting to the Management and Budget Division.

Responsibilities include:

  • Manage, oversee, and direct ACCO staff in processing agency and IT contracts for goods and professional services.

  • Oversee vendor selection evaluation and manage the timely and efficient award and processing of formal contracts and small purchases in the agency to the most responsive and responsible

    contractors at the best price.

  • Manage the solicitation process that promotes competition and fairness through the development of bidder lists and encourages the participation of small, women, and minority-owned

    businesses.

  • Ensure citywide and OTI systems are updated and maintained.

  • Responsible for coordinating with oversight agencies (MOCS, OMB, Law Department and Comptrollers Office) on policy issues.

  • Work with OTI senior management to understand agency needs and develop appropriate contracts.

  • Ensure that agency’s strategic plan goals of increasing citywide contracts and expanding opportunities for MWBEs are met.

  • Review and recommendation of all contracting decisions for OTI, which includes contractor responsiveness and responsibility determinations, dispute resolutions, and policy decisions related

    to procurement. Act as a liaison with management within the agency, other agencies, and oversight groups to advance the agencys program goals.

  • Ensure that all procurement rules and regulations are met as well as compliance with OTI, Federal, State, and Local Laws, rules, regulations, and initiatives regarding procurement, to avoid

    unnecessary administrative costs. Direct the timely performance of audits of contracts and purchasing procedures to ensure optimal efficiency and compliance.

  • Coordinate with agencies to structure and manage citywide IT purchases.

  • Work with program staff to develop new solicitations and advise OTI employees on the most efficient methods of procurement and specifications development to minimize cycle times, and

    operating costs and to ensure continuity of departmental operations.

  • Run management reports analyzing data on volume and processing time of transactions.

  • Responsible for agency contract compliance including vendor responsibility, performance evaluations, LL1, LL63, Directive 31 are being met for all agency procurements.

  • Responsible for agency’s strategic plan goals around vendor management and contract lifecycle including implementation of vendor scorecards and ensuring that vendors are meeting all

    contract requirements.

  • Develop procurement procedures that will streamline the procurement process. Direct the training of all agency procurement personnel on procurement procedures, rules, and regulations.

HOURS/SHIFT

Due to the necessary management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings.

Qualifications

  1. A baccalaureate degree from an accredited college or university and four years of full-time, satisfactory, professional experience in purchasing, procurement, contract administration or related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

  2. Education and/or experience equivalent to that described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.

SPECIAL NOTE:

Possession of the Certified Public Purchasing Officer (CPPO) certificate issued by the National Institute of Government Purchasing may be substituted for up to one year of the required experience described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.
