Atlas PQM Quality Assurance Manager 3 in New Rochelle, New York

Atlas is currently seeking a Construction Quality Manager to work on an exciting new megaproject with office located in New Rochelle, New York.

The Penn Station Access Project will provide direct Metro-North service from the Bronx, Westchester and Connecticut to Penn Station and Manhattan’s West Side, providing connectivity to areas currently with limited rail service. The project consists of four new ADA-accessible passenger rail stations, over 19 miles of new and rehabilitated track work, four bridge rehabilitations, the reconfiguration of Metro-North's New Rochelle Yard, four new and one reconfigured interlockings, five new and two upgraded substations, and the modernization of signal, power and communication infrastructure.

Job Responsibilities include but are not limited to:

  • Ensure construction quality on behalf of the MTA

  • Monitor and oversee the Design-Builder’s independent quality efforts

  • Manage the Non-Conformance Resolution (NCR) Process

  • Review and approve quality work plans (QWP) and inspection and test plans (ITP)

  • Perform surveillance of construction and off-site fabrication activities

  • Coordinate, prepare and conduct internal audits of various programs and projects.

  • Develop and monitor performance metrics and KPIs for processes and create dashboards

  • Develop and review documentation for compliance with internal and external policies and regulations

Minimum Qualifications:

  • B.S. in Engineering, Quality Management, Construction Management or related field of study

  • 10+ years of experience in construction quality management

  • Experience on large mega projects preferred

  • Professional, self-motivated, team player with strong collaboration skills

  • Strong interpersonal and written communication skills with the ability to contribute effectively as part of a team involving staff, clients, and outside agencies

  • Strong problem-solving, workload management, and organizational skills with limited supervision

  • Proficiency in Microsoft Office (Outlook, Word, Excel, Visio, Project and PowerPoint)
