Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus one year of professional level experience in teaching; social services; counseling; engineering; administrative services; human resources; or training.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training in education, social work, counseling, engineering, business administration, public administration, or human resources will substitute for the required experience on the basis of thirty semester hours for one year of experience.
A master's degree in qualifying fields will substitute for the one year of required experience.
Certification by the Society for Human Resource Management (SHRM) as a Professional in Human Resources (PHR) or as a Senior Professional in Human Resources (SPHR) will substitute for the one year of required experience.

Any college hours or degree must be from an accredited college or university.

NOTE: The allocation of Training and Development Specialists is based on type of courses, audience composition and function.

Examples of Work
This position is responsible for supporting the manager of the training program for the Southeast Louisiana Flood Protection Authority East (SLFPA- E), as well as for the Orleans/ East Jefferson Levee District Police Department. SLFPA-E and the police departments operate 24 hours day, 7 days a week, including during emergency situations such as flooding events, hurricanes, etc. The total number of employees served by this position is approximately 220. The incumbent works with the manager to assess training needs, develop training courses, maintains training records for all employees and serves as the CPTP liaison for SLFPA-E. This position reports directly the Training and Development Program Manager and on occasion, provides functional supervision over other SLFPA-E staff when working on special projects, employee orientation, etc.
80% -Training
Works with manager to assess the training needs of SLFPA- E and police department employees. Consults Authority management regarding the training and employee development needs of each department's staff. Works closely with SLFPA E Administration, Board and the HR Director to assess long and short-term training needs. Works with manager to establish training plan and schedules and prioritizes as appropriate. • Ensures that all SLFPA-E staff receives require training within prescribed timelines, including ensuring that mandated federal and state training is secured/provided in accordance with requirements, including training on ethics, workplace violence recognition/prevention, etc.
Assist in the drafting of proposed training and development budget. Monitors training expenditures and makes recommendations for any needed revisions to budget based on needs.
Creates and presents and/or secures emergency response/preparation training for SLFPA- Operations, Maintenance and Police staff to ensure that current best practices are employed to provide for public safety.
Assist in the Design and develop internal training courses on policy, state and federal law, safety, emergency preparedness and other subjects as requested. Prepares or secures training materials for course attendees.
Conducts research into current law or policy governing training subject matter or consults with subject matter experts to ensure that courses are developed are in compliance with law, policy or best practices.
Creates online training courses, uploads and provides guidance to staff on procedure to access courses.
Presents training courses to staff, on subjects including FMLA, ADA, Sexual Harassment, Substance Abuse, Workplace Violence, SLFPA E policy, safety, emergency preparedness, effective supervisory practices, PES procedures, etc.
Manages the agency's Performance and Evaluation system to ensure compliance with civil service.
Works with police department management to secure required training for law enforcement officers.
Oversees SLFPA-E New Hire training program Develops agenda, secures speakers, including HR Staff to provide information of areas of expertise (benefits, policy, career advancement, etc.) and provides fictional supervision of HR Staff when working on new hire training program. Secures outside benefits experts to provide information on their offerings (Deferred Compensation, Credit Union, etc.) Ensures that all new hires are properly oriented and maintains records of same.
Organizes internal workshops, conferences, or employee programs, including preparing agendas, securing speakers, etc.
Works with Authority management to identify outside training and development opportunities for staff members, including seminars, conferences, training programs, etc. Assists with registration, etc., as needed.
Adapts training programs as appropriate to fit the needs of the intended audience to ensure that the material presented is understood.
Manages the SLFPA-E Educational Leave/Tuition Reimbursement Program. Receives and reviews applications for course attendance to ensure courses meet program criteria, and processes applications to the appropriate administrator for review/approval. Ensures that documentation of successful course completion is received and processes requests for tuition reimbursement to the Finance Department.
Creates both employee and supervisory tracts of certain courses, to allow employee understanding of law or policy provisions and supervisory/management understanding of requirements and procedures.
As appropriate secures accommodations for employees with special needs, including interpreters, accessible facilities, etc.
Serves as SLFPA-E's liaison with CPTP. Advises staff of training requirements, promotes training course offerings, processes registrations, and maintains records of attendance. Ensures that supervisory staff meet minimum training requirements.

Responsible for maintaining records of all employee training, certifications, etc.
Monitors supervisor's compliance with mandatory training requirements.
Maintains records of employee's attendance and completion of CPTP courses.
Maintains files of course materials, agendas, attendee lists, etc.
