LOCATION & POSITION INFORMATION:

  • This position is located at theOffice of State Museum in New Orleans, LAand is in a Career Progression Group up to a Contract/Grant Reviewer 3.

  • This position may be filled as a Contract/Grant Reviewer 1, 2, or 3 based on the qualifications of the selected applicant.

  • This position will be filled as a Job Appointment. In the event that funds become available for a permanent position, the employee may be converted to a probational appointment.

    This position has sole responsibility for the contract and lease management for Louisiana State Museum. Such duties are performed independently with limited direction provided by the Assistant Secretary.

Responsibilities include:

50% Contract Administration

  • Prepares, develops and monitors complex contracts, cooperative endeavor agreements, and letters of agreement facilitate the successful completion of LS M's projects. The agreements may either be developed on behalf of LSM as the contracting party or the Louisiana Museum Foundation (LMF), which financially and operationally supports LSM. Foundation agreements are excluded from review/approval by the Department's Office of Management and Finance (OMF). The scope of such contracts includes, but is not limited to , artifact restoration/acquisition; musical and theatrical performances at the Mint's Performing Arts Venue: fundraising campaigns: pass-through funding to the Political Hall of Fame and World War II museum, film shoots, festivals, etc.

  • Coordinates with museum personnel, or LMF staff as appropriate, to complete a detailed and through scope of work for each project. Ensures that all contracts and amendments there to comply with regulatory and departmental requirements.

  • Produces, monitors, and coordinates the submission of required progress and completion reports for post-award grants in accordance with federal and state regulations. Obtains, processes and forwards operations information and data as necessary for initiation of required actions/payment submission. Reviews and approves expenditures, available funds, budgetary compliance and contract deliverables. Collects required evaluations at the completion of contract/cooperative work for submission to OMF.

30% Leasing Agent

  • Serves as leasing agent for various LSM-owned properties, to include 27 residential units in the Lower Pontalba building and 13 commercial properties. Maintains current leases and rental records for residential and commercial tenants. Drafts and submits renewal residential lease agreements annually by January 31st. Collects and posts all rental, percentage sales, and additional rent receipts. Contacts and initiates collection of late fees for delinquent rental payments. Serves as a liaison between the residential and commercial tenants and the Maintenance department to ensure property upkeep: prepares work orders and ensures completion of repairs as needed. Manages rental wailing list and contacts potential renters upon availability of unit(s). Schedules and meets with prospective tenants to view available commercial and residential space (may require weekends). Conducts credit checks for rental applicants.

  • For commercial leases, prepares Requests for Proposals (RFP's), evaluates submissions for compliance with RFP requirements, and submits qualified applicants to Museum Board for consideration. Works with real estate companies and agents to establish competitive rental rates as directed by LSM Board of Directors. Monitors annual CPI and Coordinates with accounting to determine commercial rental adjustments and common area fees. Upon selection, drafts and secures signatures by leasing parties and forwards to OMF and Attorney General's Office for approval (R.S.25:341 Section 349 B (7)).

15% Irby Assistant

  • Consults with the Deputy Assistant Secretary and Assistant Secretary on all W.R. Irby Trust matters/actions. Organizes monthly meetings for the Irby/Finance Committee with the Deputy Assistant Secretary and Assistant Secretary. Prepares a "Report to the Board" following each Irby/Finance Committee meeting to present at LA State Museum Board of Directors meetings. Initiates actions as approved by the Board of Directors concerning the Lower Pontalba Building. Notifies accounting to prepare the Irby Operation budget and Irby related accounting business.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE: Any college hours or degree must be from an accredited college or university.

Tasks performed are at the entry level:

Prepares, develops, and monitors routine and less complex contracts and/or grants agreements, applications, budgets, amendments and sub-grant agreements in accordance with statutory and regulatory requirements and departmental policies and procedures.

Works with administrators, officials, and other personnel to solve contract problems.

Maintains records, prepares reports and/or correspondence relative to contracts and/or grants.

Provides assistance to program personnel in preparation of grants proposals or contracts agreements.

Reviews reports and records to ensure costs claimed are allowable, and to ensure contract/grant is on schedule and terms are being met.

Assists in the preparation of RFPs (Requests for Proposals).

Tracks the approval process of contracts/grants ensuring all necessary approvals are received. Researches grant awards and state appropriation budgets to make sure that funds are available.

Obtains and reviews performance evaluations after completion of a project to comply with state law within established time limits.

Performs original entries, reconciliations, and all adjustments to grants management accounting records.
