MINIMUM QUALIFICATIONS

Education

  • Bachelor's Degree in Business Administration, Human Resources, Behavioral Sciences, or related field.

Experience

  • A minimum of ten (10) years of functionally relevant and progressively responsible experience in Human Resources, which includes demonstrated experience implementing innovative benefits, leave, and retirement programs

  • Experience must include at least five (5) years of supervisory and leadership experience with demonstrated capabilities in effectively motivating and directing staff

Certification/Licensure

  • N/A

Preferred

  • CCP/CBP/CEBS and/or PHR/SPHR certifications strongly preferred.

SUMMARY

The Director of Employee Benefits & Retirement Solutions is a leadership position within the Department of People, Culture & Inclusion. This role is responsible for overseeing and managing the organizations employee benefits services, including programs, policies, and practices. The position focuses on designing and implementing benefits and medical programs that support the organizations goal of attracting, retaining, and motivating employees. Key duties include recommending cost-effective benefit plans, ensuring legal and policy compliance, and managing relationships with external providers such as consultants, insurance carriers, and vendors. The role is instrumental in aligning the organization's benefits offerings with the Authority¿s Talented Teams goals.

ESSENTIAL FUNCTIONS

  • Plans and directs the overall administration of employee benefits programs aligned with organization goals, including retirement, health and wellness, and leave programs (i.e., retirement plans, medical, dental, vision plans, life insurance, STD, and LTD plan).

  • Leads and directs the design and implementation of plan design changes for the full suite of benefit offerings, including vendor negotiations and selection, budget analysis and modeling, staff communication and training. Works directly with benefit plan providers, vendors, auditors and consultants for services, premiums, and plan administration.

  • Leads and directs the administration of the health and welfare plans, including medical, dental, vision, life, disability, defined contribution, and deferred compensation plans, as well as the various defined benefit pension plans. Oversees and implements Qualified Domestic Relations Orders (QDROs) through the various pension plans.

  • Ensures the organizations benefits and leave policies remain competitive and compliant with federal, state, and local regulations, including FMLA.

  • Reviews benefits strategy to support high performance culture and to enhance employee satisfaction and retention.

  • Monitors the effectiveness of existing benefits policies, guidelines and procedures; strategizes and recommends plan revisions which are cost effective and consistent with competitive market trends and Authority objectives.

  • Leads the development of new initiatives to establish competitive and cost-effective benefits programs.

  • Collaborates and provides internal consultation to senior Human Capital staff and senior management in support of benefits strategies.

  • Develops and recommends cost containment strategies for the Authority's benefits programs, overseeing audits, monitoring administrative costs, and recommending cost-efficient alternatives.

  • Directs and oversees benefit programs in compliance with various collective bargaining agreements and Authority policies.

  • Leads the development of all requests for proposals related to benefits, and compliance programs, ensuring alignment with the Talented Teams strategy.

  • Assigns and reviews work of external professional consultants regarding benefits and compliance programs. Oversees and monitors the contract performance of various consultants and third-party vendors.

  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
