Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking an Assistant Manager for the Division of Institutional Planning & Operations (IP&O). Reporting to the Manager, Transactional Employee Lifecycle the Assistant Manager will supervise and resolve routine and non-routine issues that arise in the daily operations of IP&O Employee Services. This role will supervise half of the Employee Services Coordinator staff. This requires a sound understanding of applicable state and federal laws, University policies and procedures, compliance, knowledge, and application of all applicable collective negotiations agreements and IP&O Standard Operating Procedures addressing both RU Legacy and RBHS processes and practices university-wide. In cases requiring support and/or clarification, this position will rely on the Manager for Transactional Employee Lifecycle for guidance and oversight.Among the key duties of this position are the following:
  • Support the transactional activities for a diverse staff of 2600+ RU Legacy and RBHS IP&O employees who include, but are not limited to, MPSC, URA-AFT, ASFCME COLT and 888, FOPS, FOPP, IOUE, Teamsters, etc.
  • In the role of Assistant Manager, the incumbent must ensure that all processes are followed for each of the 17 transactional type of activities for both RU Legacy and RBHS job categories. The 17 transactional type activities executed by Employee Coordinators are broken into four distinct categories; Recruitment, Existing Employees, On-Boarding, and Off-Boarding which require partnerships with UHR Talent Acquisition, HR Business Partners, and Compensation Services.
  • Additionally, the incumbent must ensure that Coordinators work effectively and efficiently with Occupational Health, REHS, and Risk Management. This role also liaises with IP&O Employee Labor Relations and IP&O Kronos Support and Timekeeping. Most importantly, the Coordinators are the primary contacts for all IP&O Hiring Managers and Supervisors when performing any of the 17 Transactional Activities.

Qualifications

Minimum Education and Experience
  • Bachelor's degree in a related field, and/or an equivalent combination of education.
  • A minimum of two (2) years experience that demonstrates knowledge and understanding of Human Resources employee lifecycle practices.
Certifications/Licenses
  • Valid driver's license
  • Successful completion of the university Defensive Driving course.
Required Knowledge, Skills, and Abilities
  • Must possess good communication and interpersonal skills, and computer literacy with experience in the use of systems.
Preferred Qualifications
  • Bi-lingual language skills.
  • Experience in working in a aligned environment

  • This position also requires travel between all three university campuses located in New Brunswick, Newark and Camden, using a university vehicle.
