Summary You will serve as an Engineer in the Structures and Composites Division (C65) of the Platform Integrity Department (C60) of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. Responsibilities You will develop and lead a clear strategic vision and roadmap for the advancement of data-driven decision-making techniques applied to structural health monitoring and prognostics capabilities within the Navy. You will incorporate Data Analytics technology development, Information Technology and Data Management requirements, infrastructure planning, workforce development, knowledge management, training identification and development, and others as needed. You will identify emerging trends and technologies in data analytics, predictive maintenance, and naval engineering within and outside the agency and other nations. You will formulate strategic initiatives to capitalize on opportunities for innovation and competitive advantage. You will provide expert level technical knowledge of data analytics and systems engineering and integration principles to develop data-driven decision aides for use by Navy operators, maintainers, and designers. You will conceive, lead, and conduct rigorous testing/evaluation of SMH and prognostics products under simulated and real-world conditions to validate their performance and effectiveness in detecting and predicting structural defects and failures. You will coordinate with branch management to identify manpower, KSAs, and resources to assure health of the Structural Health Monitoring and Lifetime Assessments (CD15.13) knowledge area. You will act as a trusted advisor and advocate for Navy stakeholders, providing expert guidance and support throughout the lifecycle of structural health monitoring and prognostics products. You will provide expert technical and managerial leadership to execute, lead, and oversee incident response and wartime readiness as part of the NSWCCD CRC and Division response team. You will provide leadership and direction to multidisciplinary teams of engineers, data scientists, and technicians responsible for providing key performance indicators. Requirements Conditions of Employment Qualifications This is an interdisciplinary position and may be filled by a Materials Engineer (0806-series), a Civil Engineer (0810-series), Mechanical Engineer (0830-series), a Civil Engineer (0810-series), an Aerospace Engineer (0861-series) or a Naval Architect (0871-Series) depending upon the qualifications of the candidate. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
