Naval Facilities Engineering Command SUPERVISORY GENERAL ENGINEER in Naval Station Complex, California
Summary You will serve as a SUPERVISORY INTERDISCILPLINARY GENERAL ENGINEER / ARCHITECT in the PLANNING, DESIGN AND CONTSTRUCTION DIVISION of NAVFAC SOUTHWEST. Responsibilities You will lead multi-disciplinary teams of design and construction engineers that both design facility projects and oversee construction. You will determine work priorities for employees to ensure performance to plan goals are met. You will lead design staff in performing project management roles for the project (scope, cost, and schedule) from preliminary design authorization to project closeout. You will oversee the development of plans and specifications, design-build Requests for Proposals (RFPs), cost engineering and consultation services to primarily support Category I and II work products. You will provide construction engineering expertise on projects managed within the PDCB, particularly those of an unusual or complex nature. You will review and approve the PWD position concerning contractor entitlement for change through interpretation of contract clauses and the technical requirements of plans and specifications. Requirements Conditions of Employment Qualifications This position has a selective placement factor: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 or you must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supervising and/or leading a multi-disciplined team of engineers, architects, and technicians engaged in providing engineering and design services; 2) Providing subject matter expert-level guidance and counsel to engineers, architects and technicians on architectural and engineering methods and systems necessary to develop and coordinate projects for design, repair, alteration, rehabilitation, installation, improvement or demolition of installation facilities; 3) Conducting architectural and/or engineering studies and investigations which form the basis for funding future projects; and 4) Reviewing plans and designs prepared by both in-house and AE consultants for accuracy, adequacy and economy of design, choice of materials, completeness, practicability and safety as well as to determine conformance technical guidance, criteria and good construction practice. Education Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.. Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a bachelor's or higher degree in architecture. OR Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. My curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities.
