Summary You will serve as a Financial Technician within NAVAL RESEARCH LABORATORY This is a public notice flyer to notify interested applicants of anticipated vacancies. Responsibilities You will analyze and review all Property, Plant, and Equipment property records for accuracy. You will assist ECC's on how to use barcode scanners. You will assist with writing and/or editing asset management policies, processes and procedure for standard operating procedures (SOP's), desk guides to align with current overarching properly management policies. You will review asset management and financial reports for actions on a daily, weekly, bi-weekly, months, and quarterly basis. You will provide guidance and assistance to the Equipment Control Coordinators (ECC's) to address issues submitted via phone, e-mail, an/or in person as needed. You will assist with conducting physical inventories as directed. You will prepare manual journal vouchers to correct general ledger entries. You will establish and maintain appropriate files electronically, as necessary for auditable procurement and retirement documentation. Requirements Conditions of Employment Qualifications This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: This position requires knowledge of the DOD and DoN Policies including the Financial Management Regulations (FMR) and Secretary of the Navy (SECNAV) policies, processes, and procedures for all categories of government property that will be used to analyze, evaluate, and develop solutions for asset management In addition to the Selective Placement Factor and Basic Education requirements, your resume must also demonstrate at least one year of experience at or equivalent to the (GS-1/4) grade level or pay band (NC-01) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) Knowledge of Working Capital Fund accounting procedures, rules and regulations; 2) Knowledge of double entry accounting procedures; 3) Ability to communicate effectively orally and in writing; AND 4) Ability to process a variety of invoices. Education The following can be substituted in order to meet the minimum qualification requirements of this position: 4 years above high school Or A combination of education and experience as describes that equates to one year of experience.
