Responsibilities You will review, analyze and recommend approval of funding documents for acceptance with policies. You will input financial data into various systems and monitor transactions. You will analyze data and create reports using a financial management system. You will analyze data (e.g., incoming reimbursable or accounts receivable rejects, unmatched transaction (UMT), negative fund availability, aged accounts receivables, abnormal general ledger accounts) to identify discrepancies or anomalies. You will perform account reconciliations and analysis to ensure compliance with guidelines and audits. You will analyze financial processes and policies to identify key internal controls. You will identify trends in financial data to resolve financial management problems. You will monitor financial transactions to ensure funds are spent in accordance with financial plans. You will monitor reports to ensure consistency with financial program objectives. You will advise managers on financial policies to facilitate compliance with guidelines. Requirements Conditions of Employment Qualifications GS-11; Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Analyzing costs and benefits of alternative methods of financial management of organization's programs and administrative operations; 2) Providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities; 3) Implementing legal and regulatory controls over approved budgets; and 4) Analyzing financial data from a wide variety of sources to identify possible problem trends and develop corrective courses of action. GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Develop recommendations to improve financial management operations; 2) Monitor programs to ensure compliance with financial management policies and procedures; and 3) Advise personnel on financial programs, policies and procedures. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the federal service or equivalent experience in the private or public sector performing in the following duties:1) Develop financial reports on program to submit to management; 2) Utilize financial system to input information; and 3) Gather financial data to retrieve the status of programs. Education Education providing the knowledge, skills and ability to perform the duties of the position may be substituted for specialized experience as follows: GS 11 LEVEL: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. or LL.M., if relatedGS-09 LEVEL: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. or LL.B. or J.D., if relatedGS-07 level:1 full year of graduate level education or bachelor's degree with superior academic achievementorhave a combination of experience and graduate education that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent. Typical Work Week: 40 hours per week PHYSICAL DEMANDS: Work is principally sedentary. No special physicals demands are required.
