Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Naval Business Center, Pennsylvania

Summary You will serve as the Continuity of Operations Program (COOP) and Emergency Management (EM) Program Manager for Naval Surface Warfare Center, Philadelphia Division NSWC PHILA DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. This is not a high-grade position. The salary is limited to a GS-13, Step 10 (currently $147,934). Responsibilities You will be responsible for implementing holistic Continuity of Operations Program (COOP) and Emergency Management (EM) practices and procedures at the Philadelphia Division and all off-site locations. You will lead COOP/EM requirements and planning, including U.S. Navy Emergency Management for the organization. You will be responsible for performing Crisis Management and Emergency operations, including coordinating and cooperation with Federal, State, and local emergency response organizations. You will perform project management, to include cost estimating, scheduling, writing reports/technical documents, tracking schedules, providing project status updates, and developing presentations. You will provide consultation, training, and prepare COOP/EM concepts, principles, and practices, to include making decisions regarding complex issues for the organization. You will perform as a liaison between the organization, Naval Support Activity Philadelphia, and the Federal Emergency Management Agency (FEMA) on matter associated with emergency management. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, coordinating and executing emergency response plans and processes to ensure effective and efficient delivery of emergency services for Crisis Management programs and Emergency operations.
