Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the FIAR DIVISION of COMNAVSURFLANT. Responsibilities You manage and facilitate Financial Improvement Audit Readiness (FIAR) functions and activities in support of CNSL Mission. You will ensure proper oversight of Manager’s Internal Control (MIC)Program. You will coordinate reviews of business processes and control measures in support of FIAR requirements. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will implement legal and regulatory controls over approved budgets. You will implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Requirements Conditions of Employment Qualifications To qualify for a SUPERVISORY FINANCIAL MANAGEMENT ANALYST (FIAR), GS-0501-13 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a mastery knowledge of the concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels to analyze national level programs, exceptionally large and complete programs, and to develop, recommend and implement budgetary/financial policies. Experience interpreting, assessing and projecting potential impact of new/revised Congressional legislation. Experience developing and rendering authoritative interpretations of executive orders, OMB guidance within and across agency lines and Departmental guidance. Experience performing internal control testing, correcting abnormal balances and deficiencies on financial statement line items, and developing new and enhanced financial management practices, processes (to include management internal reviews) and procedures. Experience performing compliant practices with the Department of the Navy (DON) FIAR plan.
