United States Fleet Forces Command FINANCIAL MANAGEMENT ANALYST in Naval Base, Virginia

Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the NAVAL SURFACE FORCE ATLANTIC of CNSL ACCOUNTING EAST. Responsibilities You will be responsible for the formulation of budgets and budget estimates to support plans, programs, and activities. You will be responsible for presenting and defending budget estimates before authorities. You will review and evaluate budget requests, control, and reporting of obligations and expenditures. You will develop, determine, and interpret budgetary policies, practices and procedures. You will analyze and recommend costs and benefits of alternative methods of financial management of organizational programs and administrative operations. You will implement legal and regulatory controls over approved budgets. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will be responsible for performing other fiscal, accounting, or financial management duties and responsibilities required by this position. Requirements Conditions of Employment Qualifications To qualify for a FINANCIAL MANAGEMENT ANALYST-GS-11 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying accounting principles to a wide variety of assignments; to include an analysis of Financial Efficiency Index factors, financial integrity and the identification of Standard Accounting, Budgeting and Reporting Systems (SABRS). Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding. Experience formulating budget estimates for programs in which funding requirements have changed significantly. Experience applying skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions. Experience with and knowledge of budgetary policies, precedents, procedures, and regulations.
