Naval Reserve Force FINANCIAL MANAGEMENT ANALYST in Naval Base, Virginia

GS-11: $75,038 - $97,544 GS-09: $62,020 - $80,624 Responsibilities You will serve as a FINANCIAL MANAGEMENT ANALYST in the DCOS FOR FINANCIAL MANAGMENT (N8), in NORFOLK, VA. You will perform or advise on work in any of the phases or systems of budget administration. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will implement legal and regulatory controls over approved budgets and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Requirements Conditions of Employment Qualifications GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience managing the execution of an annual appropriation and coordinating financial requirements with program managers. *Experience planning, preparation, and regulatory allocation of an annual budget. *Experience managing reimbursable accounts for current and prior fiscal years; calculating and analyzing cost estimates for each account, tracking execution, and ensuring proper billing and reconciliation plus performance metrics to provide recommendations. *Experience planning and analyzing all components of pay and allowances, special pay, travel and per diem entitlements. *Experience in utilizing integrated financial management systems and sub-systems like NROWS, DTS, RIMS (FM), DJMS, SABRS, ERP, or similar systems to extract data, identify and resolve system problems, and maintain data integrity. Education SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. GS-9: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position. Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. Additional Information This position is covered by the Department of Defense Priority Placement Program. Overtime or night differential pay and/or unusual duty hours may be required. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. The Navy Reserve Force (NAVRESFOR) Comptroller Directorate is an "in the office" work environment. NAVRESFOR does offer flexible work schedules to include both an Alternate Work Schedule (Fixed 8 hours per day, gliding or maxi-flex) and a Compressed Work Schedule (RDO) and does provide for situational, ad-hoc telework. If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management.
