Naval Air Systems Command PROGRAM AND MANAGEMENT ANALYST in Naval Air Station Oceana, Virginia
Summary The selectee for this position will serve as a Program and Management Analyst supporting in the Aircraft Department, at Fleet Readiness Center Mid-Atlantic (FRC Southeast Detachment, Oceana) in Virginia Beach, Virginia. Responsibilities You will provide support required to ensure compliance with all programmatic aspects of depot level maintenance operations and management. You will review trends and quality system data to identify opportunities for continuous improvement. You will monitors and facilitate implementation of sound business practices to improve product or service quality to internal and external customers, tum-around-time and costs, and overall performance parameters. You will prepare justifications and detailed reports which support the Integrated Product Team position for financial, budgetary, and economic status of assigned major programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing, evaluating, developing, advising on workforce planning, hiring plan programs and training requirements. Providing assistance in personnel, processes, knowledge and skills needed to provide programs and department leads with administrative, clerical and employee development support. Performing assigned projects which may include manpower surveys, management studies, SOP development, work process reviews, training assignment and status, and data calls from within the organization and from higher headquarters. Partnering with Subject Matter Experts and the IT community to assist in the development of methods, procedures, and business rules. Experience with personnel development to include scheduling and tracking of training, Onboarding, New Employee Orientation, training and certification management. Experience with Defense Civilian Personnel data System (DCPDS), Total Workforce Management Services (TWMS), Waypoints and Advanced Skills Management (ASM).
