Job Summary and Qualifications

The Regional Director is a critical leadership position responsible for enhancing emergency preparedness, response, and business continuity across assigned HCA healthcare facilities within a designated region. This role collaborates with Division leadership, facility staff, and corporate functional area leaders to ensure effective implementation of enterprise-wide strategies and goals related to emergency operations and business continuity.

Up to 65% travel with 24/7 On-Call for Enterprise Emergency Situational Awareness. Response travel and working locations may include short-to-no-notice deployments into disaster areas and/or austere conditions for prolonged periods of time up to and beyond two week intervals. Work hours and work days during these deployments are highly variable and may require intervals of 12-hour shift working days.

Location: This position will have an in office location in one of our Division Offices or in one of our acute care hospitals within the East region: Capital, North Carolina, Tri Star, and Corporate region.

Essential Job Functions & Core Responsibilities:

Leadership & Collaboration:

Serve as a technical expert and co-lead with Division Vice Presidents of Quality (DVPQ) on emergency operations and business continuity initiatives.

Provide guidance and oversight to Division-wide emergency operations and business continuity programs.

Act as a liaison and trusted advisor to DVPQs, leadership of integrated lines of business (ILOBs) and corporate leadership.

Foster strategic partnerships with internal and external stakeholders to advance program development.

Emergency Response & Incident Management:

Provide on-the-ground incident leadership as primary or alternate incident leader in the Division Emergency Operations Center (DEOC).

Coordinate operational response functions during incident activations and report to Division leadership.

Lead strategic and operational planning sessions, including Division EOC activities.

Conduct threat and hazard vulnerability assessments and impact analysis across all lines of business.

Program Development & Implementation:

Develop and implement Division-wide emergency management plans, SOPs, field guides, exercises, and training programs.

Collaborate with various departments to ensure resource availability during emergencies.

Provide training on incident management and business continuity platforms.

Provide training on mass alerting and emergency communications platforms.

Lead the After Action Review and Improvements Program.

Division EOC Strategy & Support:

Co-lead and organize the Quarterly Division EOC Council.

Identify training gaps and develop/deliver training programs.

Design and facilitate standardized exercises.

Provide technical assistance to facilities on emergency operations and business continuity planning.

Maintain relationships with external agencies and participate in healthcare coalitions.

Data Management & Reporting:

Assist facilities with completion of Facility Emergency Management Metrics and Critical Infrastructure Survey.

Monitor and validate facility data in collaboration with DVPQs.

Additional Responsibilities:

Coordinate, problem-solve, and manage expectations across all functional areas of emergency operations in collaboration with regional responsible executives.

Collaborate with multi-disciplinary teams to develop, advance and implement procedures and programs.

Work with enterprise leadership on business plans for emergency operations & business continuity initiatives.

EDUCATION & EXPERIENCE

Bachelor’s degree required. Preferred area of focus would include: nursing, public health, emergency management, health sciences, industrial safety, law enforcement or business, with relevant experience in emergency management/operations or business continuity planning. Clinical certification is preferred (such as: RN, EMT/EMT-P), but not required. No less than three years experience in an area of emergency preparedness, public health preparedness, healthcare safety, military emergency management/healthcare emergency operations, public safety, business continuity or closely related. Additional experience can be substituted for education on a year for year basis. Ability to utilize a personal computer with applicable software to successfully perform essential functions of the position. Previous experience working in and leading multidisciplinary teams within disaster areas and/or austere working environments.

Preferred:

Masters Degree in Business Administration, Nursing, Public Health or Emergency Management. Other graduate degrees may be considered with significant relevant work experience.

Certification in Emergency Management, Homeland Security, Healthcare Emergency Preparedness, Business Continuity Planning Professional or a related certification.
