CONTEXTUAL BACKGROUND

The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014 the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict affected populations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri and Monguno of Borno state and Damaturu of Yobe State. Currently, IRC Nigeria implements programs primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security & livelihoods.

Job Overview/Summary

The Finance Manager accurately controls and manages the implementation of accounting systems for IRC's Mubi locations and collects and processes financial data in order to provide management, donors, grantors, creditors, and others with timely, accurate and understandable information. The Finance Manager manages a team in accordance with IRC's people manager standards.

Major Responsibilities

Finance

  • Accurately track and analyze expenses posted into the Integra; advise field leadership team with the objective that annual budget exceeds expenses for the office.

  • Work with field leadership team and development team on the development of all budget proposals for grants and propose budget modifications throughout the year as needed.

  • Ensure office compliance with IRC's accounting policies vis-à-vis fund accounting as noted in IRC's finance manual and generally accepted accounting principles.

  • Review accounting transactions to ensure proper coding and record transactions within IRC's accounting software.

  • Prepare journal entries to record HQ transactions in the regional office accounting software.

  • Prepare monthly financial reports and submit to IRC Grant as per scheduled due dates.

  • Reconcile offices' database against in balance sheet items in the database on a monthly basis and investigate and resolve differences in coordination with the country office.

  • Facilitate external and internal audits as needed.

  • Prepare and coordinate the submission of financial reports to various donors in accordance with contractual obligations.

  • Supervise the offices' banking arrangements.

  • Prepare annual and quarterly operating budgets and submit monthly cash transfer requests.

  • In coordination with the DDF, prepare the offices' annual operating budget in accordance with established guidelines.

  • Prepare "grant-specific" monthly actual to budget report and coordinate the submission of approved reports for regional review.

  • Supervise a team of staff in accordance with the IRC's People Manager Standards.

  • Be an active, contributing member of the local Senior Management Team.

    Administration & Internal Controls

  • Work closely with colleagues to support efficient and effective office operations as they relate to infrastructure, contractors and vendors, inventory, equipment and supplies, protocol and procedures, and planning.

  • Coordinate the protection of the organization's assets by implementing IRC's Internal Control procedures.

  • Review current service agreements for cost effectiveness and recommend changes as appropriate.

  • Maintain grant and contract files for all programs.

  • Develop and/or update office procedures to increase efficiency and effectiveness.

  • Other duties as assigned.

    Program Development

    Staff Performance Management, Learning & Development:

  • Required for all positions with supervisory responsibility, if special considerations are needed (e.g. remote management), make this additive to the base language here.

  • Hire, supervise, and build the capacity of team members in relevant technical and management competencies.

  • Develop and implement remote management capacity building approaches to build the strengths of the team in Syria.

  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

  • Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.

  • Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.

  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.

  • As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

  • Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.

  • Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.

  • Adhere to and act in accordance with the IRC Global HR Policies and Procedures and communicate through word and example a high standard of compliance with all applicable policies and regulations.

    Qualifications

    Education

  • HND or bachelor’s degree in accounting from recognized College / Institutions.

    Work Experience:

  • At least 5 years of progressively responsible finance, budgeting, and accounting practices experience required, preferably in a grant-driven, not-for-profit, social services environment.

  • Computer literate with significant knowledge/experience in excel and good knowledge on the use of ERP system like Integra

    Demonstrated Technical Skills:

  • Able to work in a high-pressure situation,

  • Ability to independently organize work, prioritize task and manage time.

  • Strong inter-personal skills, and open to learn new skills

  • Self-motivated, honest, highly responsible, and punctual

  • Excellent verbal and written communication skills, fluent in written and spoken English.

    Demonstrated Managerial/Leadership Competencies:

  • Prior team management experience strongly preferred.

    Computer/Other Tech Requirements:

  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint. Add position-specific (e.g. accounting software, statistical software, etc.).

  • Solid computer-based accounting skills, including spreadsheets and other financial related software programs.
