Job Description:

Program Director Executive to lead program delivery of remediation efforts in the Treasury business. Program leader with deep experience with 2052a, Capital Planning, Recovery and Resolution Planning. Experience with Dodd Frank Act Stress Testing (DFAST), BASELIII, Comprehensive Capital Analysis and Review (CCAR). Deep knowledge of delivery at large Banks in Finance and Regulatory Reporting areas. Primary interface with senior business partners and SMEs in Treasury and CCAR team. Proven ability to influence and manage senior stakeholders. Critical thinking, effective facilitation and presentation skills

Depth & Scope:

  • Leads large complex programs with high risk profile and/or significant regulatory oversight.

  • Manages the program's integrated plan, financials, benefits, risks, issues and dependencies.

  • Extensive experience with program management and thought leader and delivery practices and methodology (E.g., Agile, Waterfall)

  • Mobilizes cross-discipline teams to deliver on roadmap. Directly manages a team of Program Managers, Project Managers, Business Analysts, Technology resources.

  • Interacts with senior stakeholders across the organization to deliver key messages, manage risks and gain alignment. Advises and influences LOB priorities and align delivery roadmap and milestones to business priorities.

  • Establishes governance model for delivery and executes program functions within established model.

  • Attracts, retains and develops talent leveraging network of internal / external talent for future roles and identifies strong talent for immediate team and other teams across delivery.

  • Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required

  • Oversees programs with a significant / high level of regulatory oversight

  • Oversees programs with a high risk profile

  • Oversees overall program financials, benefits realization analysis and manages an overall program budget and may not necessarily align to a business segment but a key strategic initiative(s)

  • Recognized as both and internal and external subject matter expert across LoBs, with an extensive and deep knowledge of the practices, procedures and principles of project / program management

  • Typically leads the delivery of up to Tier 1 programs with up to a high complexity profile

  • Directly manages a team of Senior Project Managers / Senior Business Analysts and / or Specialized

  • Resources to ensure talent needs and capabilities are developed to support long term goals for the unit

  • Provides strategic guidance to business / functional leaders to ensure escalated concerns or regulatory or governance related program issues are appropriately managed

Education & Experience:

  • Undergraduate / Postgraduate Degree

  • Project Management Certification required

  • 10+ years relevant experience

  • Comprehensive knowledge of the practices, procedures and principles of project management

  • Exposure to financial management with respect to tracking, forecasting and managing project budgets.

  • Ability to make an impact, influence and achieve results with effective negotiation, problem-solving and communication skills

  • Strong facilitation skills

  • Commitment to team skills development and ability to attract top talent

  • Team player with ability to build and maintain strong working relationships with internal and external partners

  • Ability to create and foster a cohesive team, and promote a positive work environment for all employees.

  • Good judgment ability to determine which issues to escalate vs. to resolve independently, and provide suggestions for possible resolution

Customer Accountabilities:

  • Engages executive sponsors and owners to ensure collaborative management and direction is provided to each component project and to the program

  • Engages appropriate stakeholders to identify and manage required outcomes of projects / programs for the business

  • Establishes effective project / program oversight and other governance bodies, and engages the correct levels to support the direction for the project / program

  • Provides ongoing communication to key stakeholders, including the Program and / or Segment Sponsors, Business & Technology Project Owners, relevant Project Managers, Portfolio Managers or other key stakeholders to ensure they are aware of significant changes to the program status in a timely manner

  • Responds to inquiries and escalates concerns from stakeholders at all levels in the organization (technical, business, Senior and Executive Management)

  • Provides advice and guidance to business partners and project / program teams as required regarding best practices in project management

  • Applies Organizational Change Management principles and practices in order to effectively manage the people side of change (e.g., stakeholder analysis, business process management, people readiness, sustainment planning, etc.)

  • Communicates project / program summary, status, financials, etc. to appropriate high-level executives at the Bank

  • Collaborates with appropriate partners to ensure required resources are assigned to the project for successful delivery of the program

  • Assesses and ensures that customer experience / stakeholder implications are appropriately managed

  • Builds consensus and relationships with project team and business

Employee/Team Accountabilities:

  • May directly or indirectly manage cross-LoB Project Managers and / or multiple project resources, consisting of Business Analysts, Requirements SMEs, Business SMEs and Technology Resources where applicable to the project

  • Provides advice and counsel to project teams, program resources and business partners

  • Develops employees to ensure sustainable delivery capability

  • Liaises with external vendors and consultants as required

  • Coaches, leads and mentors project team members and provides regular performance assessments

  • Allocates resources across multiple projects to ensure successful and timely delivery

  • Supports effective onboarding, off boarding and resource movement within the program

  • Effectively oversees project and program resources and external contractors / consultants in coordination of competing priorities

  • Oversees and may educate project / program team members on governance process

  • Leverages the creativity and experience of project team members to solve issues as they arise

  • Develops an understanding of the technical / business aspects of the program in order to effectively oversee the program

  • Works effectively in teams by being driven to win for the TD team, working well with diverse teams

  • Oversees each Project Manager to provide guidance and support for their individual projects ensuring they integrate into the overall program plan

  • Shares project experiences and learning with project / program management team and PMO peers
