About the Work Unit

The mission of the Colorado State Patrol is to ensure a safe and secure environment for all persons by utilizing the strengths of its members and providing professional law enforcement services that reflect honor, duty, and respect. Through high visibility, strict enforcement, maximum resource deployment, and community education, the CSP promotes safety, protects lives, and preserves state highways.

About the Job

The Regional Manager leads all aspects of regional public safety communication center activities. They build and maintain partnerships with agencies and the public. They oversee daily operations and personnel management. Essential personnel require quick decision-making, especially during critical incidents.

Key Responsibilities

  • Assign and direct work, conduct employee evaluation, staff training and development, and take appropriate disciplinary/corrective actions.

  • Prepare and review the budget recommendations for the center, statistics and reports on center activities, recommendations regarding performance ratings and disciplinary actions, policies and procedures, administrative studies, and proposals.

  • Instruct and train staff.

  • Determine appropriate staffing levels and scheduling.

  • Review the work products of others to ensure compliance with federal regulations, standards/guidelines and other guidelines such as policy manuals.

  • Develop policies and procedures, short- and long-term objectives.

  • Analyze data including existing or new communications technologies/methods and budgetary proposals and provide written and verbal recommendations to improve efficiency.

  • Present capabilities of the regional public safety communication center operations to agencies and the public, and as required to other state agencies and if needed the associated 911 Authority Board.

  • Partner with other agencies in coordination of multi-agency emergency and non-emergency communication operations.

  • Attend meetings internally and with outside agencies to discuss emergency service issues.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS

Option 1

  • Eight years of professional experience in law enforcement communications dispatch center, federal law enforcement, or military equivalent.

  • Bachelor's degree from an accredited institution.

  • Four years of professional experience in law enforcement communications dispatch center, federal law enforcement, or military equivalent.

Option 3

  • Master’s degree from an accredited institution.

  • Two years of professional experience in law enforcement communications dispatch center, federal law enforcement, or military equivalent.

CONDITIONS OF EMPLOYMENT

  • Must be Colorado resident at the time of application.

  • Must have a Colorado Driver’s license.

  • Applicants must be willing and able to pass an extensive background investigation, polygraph examination, medical physical, psychological examination, and drug screen. If you have used marijuana within the last 12 months or any other illegal drug within the last three years, may be disqualified.

  • The background investigation is based on the following criteria, including but not limited to driving history, criminal behavior/history, alcohol use/behavior, drug use/behavior, and integrity. If you omit any material fact on your application, testing materials, or during the background interview or polygraph, you may be disqualified. If any disqualifying information is discovered at any stage of the selection process, you may be removed from consideration. If you fail to follow instructions during the polygraph exam you may be removed from the process.

REQUIRED CERTIFICATIONS

The following professional certifications are required for all Communications Regional Managers and must be completed within 6 months of appointment:

  • Communications Center Supervisor Certification (APCO) or 9-1-1 Center Manager Certification Program (NENA)

  • Registered Public Safety Leader (RPL) (APCO) or Emergency Number Professional (ENP) Certification (NENA)

WORK ENVIRONMENT

  • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday

  • Due to the responsibilities of the Communication Center, this position is on call to direct communication center operations in the event of a large-scale emergency, event or incident.

  • In office position

  • Occasional travel throughout the year

PREFERRED QUALIFICATIONS

  • Management experience in a Public Safety Communications Center.

  • Experience with CAD, Computer Telephony Integration (CTI) systems, and radio systems.

  • Colorado State Patrol experience.

  • Command Leadership Institute - FBI-LEED (must be completed within 18 months of appointment)

  • Project Management Professional (PMP) designation (must be completed within 18 months of appointment)

PREFERRED KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARECTERISTICS

  • Public safety communications principles, practices, methods, techniques, and equipment

  • Budgeting and statistical reporting

  • The principles of leadership, supervision, training, and performance evaluation

  • The techniques and methods of radio communication

  • Federal Communications Commission (FCC) regulations pertaining to public safety communications

  • The substance and intent of federal regulations pertaining to collection, storage, and dissemination of criminal history record information

  • Emergency medical dispatch procedures

  • The CAD formats and commands pertaining to the 911 operator, fire dispatcher, and police dispatcher; the Police organization, procedures, and operating policies

  • Conflict resolution techniques
