This is a hybrid role with a mix of in-office and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines.

Your role

Reporting to the Executive Director of Finance and Strategy for CBC/Radio-Canada French Services, you lead Radio-Canada’s Strategic Planning and Market Intelligence group. This department comprises two main components: Strategic Planning and Competitive Market Intelligence.

The first component is focused on planning, directing and co-ordinating strategic planning and development activities for all French Services departments on an annual, multi-year and ad hoc basis. Through this effort, the group helps evolve the Corporation’s strategic positioning and, consequently, Canadians’ overall satisfaction with the public broadcaster. Doing so involves working closely with executives from all Radio-Canada departments to establish directions, strategic choices and action items. The group is also responsible for monitoring the execution of strategies and their impact on Radio-Canada’s overall performance.

The department’s second component is focused on tracking trends in the audio, audiovisual and digital media content industries in Canada and internationally, and analyzing, contextualizing and reporting on those trends in the form of findings, learnings and recommendations for internal decision-makers. More broadly, as part of this component, the group’s mission is to increase knowledge and provide Radio-Canada executives with prospective insights to support strategic decision-making. The mission is also to promote Radio-Canada’s competitive market intelligence expertise externally, including at media industry events.

Market intelligence activities extend beyond content companies. They also cover technology and media solutions providers, regulatory bodies, media production funding providers, the ad revenue and commercial distribution industry, and more.

Strategic Planning responsibilities:

  • Plan, direct and monitor strategic planning and development activities for all Radio-Canada departments on an annual, multi-year and ad hoc basis.

  • Actively participate in establishing strategic directions and ambitions that articulate a clear, well-defined path for the organization.

  • Identify strategic opportunities aligned with corporate directions and objectives, presenting them to Radio-Canada’s senior leadership as well as general managers / executive directors and their teams.

  • Evolve business models in light of Competitive Market Intelligence findings and recommendations.

  • Work closely with all departments to develop action plans in support of corporate strategies.

  • Manage complex strategic development workstreams (collaborating with the departments involved and the Transformation Group).

  • Manage the entire Radio-Canada strategic portfolio (execution follow-up, interdependencies, issues, impacts, progress updates, course corrections).

  • Work closely with other component vice-presidents, particularly with CBC and the Corporate Development group, on joint initiatives/projects/issues/files.

  • Establish partnership agreements with other players that deliver specific win/win opportunities for collaboration.

  • Work closely with the Finance group to identify and gauge the financial implications of analyzed strategic choices.

  • Evolve the performance management and tracking framework (KPIs) to support strategy execution and help determine annual targets.

  • Act as a facilitator/co-ordinator between Radio-Canada and Regulatory Affairs on matters affecting our strategies: CRTC licence renewals, Broadcasting Act review, CBC/Radio-Canada mandate review, Accessible Canada Act review, etc.

  • Take part in communicating strategic plans and directions to Radio-Canada managers and employees.

Competitive Market Intelligence responsibilities:

  • Provide outside insight into observed trends and best practices to influence Radio-Canada’s strategic priority development activities.

  • Lead complex projects aimed at documenting and validating new conceptual business models for strategic development.

  • Conduct ongoing intelligence on business strategies and processes in competitive media sectors.

  • Regularly communicate with the Senior Executive Team to offer perspectives, provide background on competitive environment analysis and influence future decisions.

  • Design custom analyses and provide complex advice/information having a major impact on strategic and financial decisions. Document processes and ensure co-ordination with general managers / executive directors in other divisions.

  • Promote Radio-Canada’s competitive market intelligence expertise externally at media industry events (talks, panels, presentations, assemblies, conferences, etc.).

  • Supervise the production of all Competitive Market Intelligence publications, including trend reports and weekly intelligence summaries. You will be responsible for planning, organizing, designing and executing the publications as well as presenting them to management. Responsibilities for this position include, but are not limited to, conducting analysis on activities and developments in television, radio, on-demand video and audio, news, entertainment content (including kids’ and youth), social platforms, digital media, media technology, content marketing and other related sectors. In addition to identifying global trends and best practices, you will enrich your analysis with perspectives and recommendations for the relevant leadership teams.

  • Provide periodic insights, such as business-modelling analysis and positioning recommendations on specific topics that might have immediate implications for CBC/Radio-Canada French Services.

  • Work closely with CBC/Radio-Canada English Services on joint market intelligence initiatives.

  • Support the development of CBC/Radio-Canada’s three-year strategic plans with prospective insights aligned with the organization’s priorities.

Other responsibilities:

  • Lead a team of senior advisers in charge of ongoing tracking, filtering and integration of data and information from a variety sources about industry and market trends in Canada and abroad, and which will ultimately feed into the strategy development process.

  • Prepare the annual Strategic Planning and Competitive Market Intelligence budget and track adherence to that budget throughout the year.
