The Director, Language Regulations Compliance will lead the development and maintenance of a language compliance program for Scotiabank (the “Bank”), focused on French language legislation in Canada (“Francization”).
Is this role right for you? In this role, you will:
Support the implementation of aCanada-wide strategy forcompliance with applicable Federal and provincial language legislation andeffective management oflanguage-related compliancerisk.
Lead and manage a language regulations compliance program, aligned with the Compliance Management Framework eight key pillars of compliance risk management. These include monitoring regulatory developments,issues management,creating and maintaining policies and procedures, testing and monitoring, regular reporting to senior Compliance and Business management, and the timely escalation of material compliance concerns.
Provide expert advice and counsel toapplicable business units related to language-related legislative and/or regulatory obligations under applicable Federal and Provincial law.
Promote and maintain effective relationships with key regulatorssuch as theOffice Québécois de la Langue Française (OQLF).
In collaboration with Francization Committees within the Bank, define Francization-related objectives, priorities, strategies, and actions to be deployed in line with the Bank’s strategic objectives.
Support Francization Committee meetings through the Bank and, including the preparation of meeting agendas, presentations, and minutes.
Lead and schedule Francization workstream meetings, take meeting minutes and distribute meeting minutes.
Maintain track of audit management action plans related to French language and language-related compliance and provide appropriate second line challenge.
Manage all aspects of the preparation and filing of all required triennial reports to the OQLF and collect, compile and analyze all necessary data underpinning these reports on French language compliance within the Bank.
Manage regulatory complaints and complaints related to the Bank’s compliance with French language obligations, including enlisting the necessary internal groups to investigate and resolve such complaints.
Participate in the design of appropriate management reporting (e.g., metrics for resolution productivity, case aging, etc.) to monitor the efficiency and effectiveness of the Bank’s language regulations compliance program.
Do you have the skills that will enable you to succeed? We’d love to work with you if you have experience with:
Previous Banking/Finance project experience (3+ years), especially regulatory.
Dealing with regulators (esp. Quebec).
Fluency in French and English (spoken and written) required due to frequent interactions with internal English- and French-speaking colleagues or external partners across Canada.
Strong Compliance experience preferably within a financial institution or similarly complex organization (5+ years).
Strong understanding of Quebec language legislation, Francization experience.
Strong verbal and written communication skills, problem solving skills, attention to detail and interpersonal skills; able to manage difficult conversations, proven ability to present to executives confidently and effectively.
Strong ability to work independently and escalate when required.
Establishing credibility quickly and effectively influence others in multiple settings.
Managing complex projects and initiatives to completion within sometimes tight timelines.
Strong interpersonal skills; developed strategic thinking and strategic influencing.

Pursuant to a language needs assessment conducted by Scotiabank, the successful candidate will be required to be able to communicate in English in addition to French because they will be required to work closely with other groups from head office who operate primarily in English and will serve an English and French-speaking clientele frequently.
