Overview

The Data Management and Analysis Division (DMAD) of the Agency of Education (AOE) seeks a Federal and Special Education Data Director to join our team. The Federal and Special Education Data Director will fill a critical role in the Division\'s Leadership Team, managing four Education Data Analysts, overseeing data collection for the Individuals with Disabilities Education Act (IDEA) and the timely submission of a majority of AOE\'s EDFacts files (containing over 900,000 data points reported as per federal regulations to the U.S. Education Department).

\ AOE oversees \$32.8M that is directed to support special education in Vermont. This funding is contingent on timely and accurate data reporting of IDEA data to the US Department of Education\'s Office of Special Education Programs (OSEP). In addition, EDFacts files contribute to the Consolidated State Performance Report Part I and Part II and enable \$34.7M in Title I grant funding for public schools in Vermont.

\ This position manages the full lifecycle of IDEA data with oversight of statewide data collection, validation, quality assurance, management, reporting, analysis and data visualization. In addition to the IDEA data and EDFacts reporting, the position also:

  • has oversight of the data assets associated with the VT online educator licensing system data (ALiS)
  • is responsible for the implementation of the Generate software application (to assist with EDFacts file submission); leads VT\'s Significant Disproportionality work
  • contributes to AOE\'s collaboration with the US Office of Special Education Programs (OSEP)
  • facilitates data-driven decision making in multiple program areas within AOE.

Successful candidates will have advanced skills in SQL and Python. Advanced analytic and data science skills are required. Preferred candidates will have strong organization, communication, and project management skills, supervision experience, and must be able to demonstrate flexibility and creativity around problem solving.

\ This position offers the opportunity for remote work based within Vermont and contiguous states but will require regular in-office functions as determined by the Secretary of Education.

Environmental Factors

This position must keep abreast of changing requirements for major federal reporting deliverables, including the introduction or adjustment of business rules governing EdFacts reporting as well as new and changing measures included in the IDEA Part B State Performance Plan/Annual Performance Report (SPP/APR). This school year, a new 6-year SPP/APR cycle begins, which involves revising procedures for analysis of 8 of 14 measures, as well as facilitating stakeholder input and data-driven decision making to set new targets for more than 250 data points. In addition, the tools for data collection and surveys required to obtain data for IDEA Part B federal reporting are designed at state discretion; these require continuous improvement and occasional replacement.

The incumbent is regularly called upon to support the professional development of AOE staff outside of the positions supervisory authority through data literacy instruction and coaching. Additionally, the incumbent frequently acts as a project leader or co-leader which requires enforcing deadlines and reviewing work for AOE staff outside of the positions supervisory authority.
