Summary The incumbent works within the executive Office of the Director (OD), Office of Resource Services (ORS) to lead diversity and inclusion efforts for a 2,000-person organization. Responsibilities If selected for this position as a Senior Advisor GS-0301-14 your duties may include, but are not limited to the following: As a technical expert and authority on diversity and inclusion issues related to internal and external activities, the incumbent is responsible for leading a variety of programs designed to address diversity and inclusion issues for ORS, with a specific professional focus on diversity and inclusion issues related to the underrepresentation of racial, ethnic, and other specific groups employed in health-related sciences and involved in the conduct of the ORS programs and services that involve or support health research. The incumbent develops or materially redesigns broad diversity and inclusion programs based on new or revised legislation requiring consideration of the immediate sequential, and long-range effects, both direct and indirect, that will support a diverse and inclusive workforce to include ensuring highly trained staff from diverse backgrounds are available in adequate numbers and with appropriate address complex and evolving health care challenges in the NIH environment. The incumbent works with ORS staff to design and enhance training programs to produce tangible and overlapping benefits, to include increasing the overall diversity of the ORS workforce, improve the overall quality of the training and educational environment, and creating and preparing a culturally competent workforce that includes the most talented scientific infrastructure and technical support staff, first responders and administrative staff from all groups. The incumbent manages complex projects that reflect ORS as well as NIH's commitment to diversity and inclusion. The incumbent monitors and public policy, legislation, Congressional initiatives, and laws related to diversity and inclusion programs and diversity issues as associated with ORS programs and in the biomedical research communities in general. Requirements Conditions of Employment Qualifications You qualify at the GS-14 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Advising leadership and staff on diversity and inclusion issues, programs, and best practices to foster an inclusive work environment. 2) Collaborating and building relationship with diverse teams and external stakeholders to develop innovative solutions and drive change in diversity and inclusion practices. 3) Leading the development and implementation of organization-wide diversity and inclusion initiatives. 4) Analyzing organizational data and utilizing relevant laws, policies, and regulation to conduct diversity audits. AND 5) Developing and drafting operational plans outlining methodology, objectives, timeline and resource allocation for diversity and inclusion projects.
