National Institutes of Health Health Science Policy Analyst/Social Science Policy Analyst (Tribal Health) in Montgomery County, Maryland

Summary This position is located in the Tribal Health Research Office (THRO), Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI), Office of the Director (OD), National Institutes of Health. The NIH Tribal Health Research Office is dedicated to building research partnerships for healthy Tribal Nations. Responsibilities The Tribal Health Research Office (THRO) is seeking a highly motivated and qualified Senior Health Science/Social Science Policy Analyst candidate to join the THRO team. THRO serves as the central point of contact at NIH for federally recognized American Indian and Alaska Native (AI/AN) Tribes throughout the United States (U.S.) and for Indigenous populations of the U.S. Territories and is the synergistic hub for all Tribal health research activities at NIH. The THRO team is focused on enhancing capacity for health research in Native communities, promoting opportunities for the next generation of AI/AN researchers, and disseminating transparent and culturally aware information about NIH across biomedical, social and behavioral research. THRO also provides technical support to the NIH Tribal Advisory Committee (TAC) and drives agency-wide progress related to the NIH Strategic Plan for Tribal Health Research. The THRO team is seeking a Senior Health Science/Social Science Policy Analyst to lead efforts in the development of planning, development, implementation, and evaluation of THRO's strategic initiatives, trainings, and collaborative activities. The incumbent utilizes knowledge and experience from working in or with AI/AN communities to develop evaluation and program analysis criteria for NIH and federal wide AI/AN focused programs and policies related to research, capacity building, and career development. The incumbent would develop and oversee activities across NIH and DHHS involving policy development that impacts Tribal nations, including Tribal data sovereignty, genetic research policies and intellectual property policies. Ideal candidates will have knowledge of cultural, environmental, social, economic, political, and other interrelated factors that involve Tribes and impact the health of AI/AN populations; and prior experience in policy work with/for NIH or another federal agency. The incumbent will also have superior oral and written communication skills; critical thinking and problem-solving skills; excellent organizational skills; ability to manage and facilitate collaborative relationships with colleagues from across NIH and other federal agencies, as well as extramural institutions; strong analytical skills; knowledge and experience in the planning, evaluation, legislative, and policy development processes in science and health government agencies; knowledge of diversity, equity, inclusion, and accessibility-related principles and concepts; excellent attention to detail; and an ability to work independently and adhere to deadlines. Responsibilities will include -Leading strategic planning, implementation, monitoring and assessment related to health research and science policy issues affecting AI/AN populations and Tribes. -Overseeing and conducting in-depth analyses of significant scientific and social/behavioral policy issues and subject matter areas to guide a research agenda. -Maintaining authoritative and up-to-date knowledge of progress and current issues in high priority research areas through ongoing review of the literature, attendance at scientific meetings, and participation in retreats, seminars, and conferences. -Serving as a technical expert on health science planning, policy, and evaluation affecting AI/AN populations and Tribes. -Identifying and conducting extensive analysis of trends in and/or emerging or potential problems and opportunities in policy areas that may have implications for the programs affecting AI/AN populations and Tribes. Requirements Conditions of Employment Qualifications You must meet at least one of the following basic Office of Personnel Management prescribed occupational series requirements (GS-0101, GS-0601) described in the following two questions. You do not need to meet the requirements for both occupational series. All education, unless completed outside of the U.S., must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the education was completed. FOR THE GS-101 SERIES: In order to qualify for this position in the GS-101 Social Science Series, you must: A. have a bachelor's or graduate/higher level degree in the behavioral or social sciences, or related disciplines appropriate to this position; OR B. have a combination of education and experience that provided me with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR C. have four years of appropriate experience demonstrating that I have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. FOR THE GS-601 SERIES: In order to qualify for this position in the GS-601 General medical and Healthcare Series, you must have a bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position. IN ADDITION, in order to qualify at the GS-14 level, you must have at least one year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: 1.) Summarizing and explaining biomedical and/or behavioral health research findings to various audiences regarding American Indian, Alaska Native (AI/AN) populations or Tribes. 2.) Developing and implementing policies, programs, and procedures to guide biomedical and/or behavioral health research focused on American Indian and Alaska Native (AI/AN) populations or Tribes. 3.) Collaborating with senior leaders (e.g., directors, Tribal leaders, senior scientists) to develop and implement long-term plans for a biomedical and/or behavioral health research program regarding American Indian and Alaska Native (AI/AN) populations or Tribes. 4.) Evaluating American Indian and Alaska Native (AI/AN) biomedical and/or behavioral health research programs using qualitative (e.g., content analysis) and/or quantitative (e.g., regression) methods and implementing strategies to improve their effectiveness. AND 5.) Leading a team conducting policy analysis on American Indian and Alaska Native (AI/AN) biomedical and/or behavioral health research topics and/or services.
