Environmental Compliance Manager (On- Call Contract)

We are seeking a highly experienced and skilled Environmental Compliance Manager to lead and support environmental compliance efforts for a diverse range of capital improvement projects, including flood control, ecological restoration, dam seismic retrofit, and infrastructure development projects such as roads, culverts, and pipelines. The ideal candidate will have 20+ years of experience in CEQA compliance, permitting, natural resource planning, and project management. They will be responsible for overseeing environmental reviews, securing permits, ensuring regulatory compliance, and providing guidance to project teams throughout the lifecycle of the project. This is a leadership role requiring deep knowledge of federal, state, and local environmental laws and regulations, as well as experience in managing complex projects and teams.

Key Responsibilities:

  • Lead environmental review and compliance for capital improvement projects (flood control, restoration, infrastructure), ensuring CEQA/NEPA compliance and managing permit applications and agency consultations (HCP, Section 7, etc.).

  • Oversee natural resources planning and mitigation efforts, including conservation easement planning, mitigation planning, and restoration, while managing construction monitoring to ensure compliance with environmental conditions.

  • Coordinate with federal, state, and local agencies, Native American tribes, and cultural resource teams to ensure permitting, endangered species protection, and cultural resource compliance.

  • Manage project teams, consultants, and budgets, providing leadership to ensure projects are delivered on time, within budget, and in full compliance, while collaborating with cross-disciplinary teams to integrate environmental considerations into design and construction.

    Qualifications:

  • Bachelor’s or Master’s degree in Environmental Planning, Environmental Science, Natural Resources Management, or a related field.

  • 20+ years of experience in CEQA compliance, environmental permitting, natural resource planning, mitigation planning, and project management, including extensive work on infrastructure projects such as roads, pipelines, and flood control.

  • Expertise in emergency permitting, programmatic and individual permitting, Section 7 consultations/coverage, HCPs, and coordination with regulatory agencies.

  • In-depth knowledge of CEQA compliance, including the preparation of all levels of CEQA documents (statutory exemptions, categorical exemptions, MNDs, EIRs, Program EIRs, and supplemental EIRs).

  • Strong background in natural resources planning, including conservation easement coordination, restoration planning, mitigation planning (both individual and regional efforts), and compliance monitoring.

  • Proven experience managing and leading teams, overseeing consultants, and coordinating with multi-disciplinary teams to ensure environmental compliance.

  • Extensive experience working with regulatory agencies such as FEMA, Cal OES, Caltrans, U.S. Fish and Wildlife Service, and other federal, state, and local agencies.

  • Familiarity with environmental laws and regulations, including the Clean Water Act, California Fish and Game Code, Endangered Species Act, Migratory Bird Treaty Act, and California Coastal Act.

  • Exceptional communication skills, including the ability to prepare technical reports, manage client relationships, and provide presentations to stakeholders and regulatory agencies.

  • Demonstrated experience managing budgets, contracts, and schedules for complex projects.

    Preferred Skills:

  • Certification or advanced knowledge in environmental restoration, habitat conservation, or resource management.

  • Proficiency with GIS/GPS tools and techniques for environmental analysis.

    Compensation:

    The hourly rate for this position is $78.00 - $82.00. This will be dependent on the experience and expertise of the incoming candidate.
