Annual Salary Range: $57,500 - $108,680

Summary
As a Budget Analyst - Department Financial Analyst (DFA) in the Business and Financial Operations Department at BPMI, you will be responsible for financial forecasting, budgeting, prime contract management, funding, and analysis in support of Government projects. The Budget Analyst - Department Financial Analyst (DFA) supports budget requests as needed and researches and prepares responses to funding/financial requests to internal and external stakeholders including Procurement, Engineering, Logistics, and the Government in compliance with Federal Accounting and fiscal law.
Essential Duties:
Evaluate technical work scopes from engineers and make determination on what types of funding to apply and work with assigned Engineering Groups to administer the financial function of contracts utilizing government funds under normal supervision.
Reconcile forecasted material and labor costs with the financial budget system to support month-end closing process under normal supervision.
Develop and track manpower budget plans, including the creation of accounting charge codes (time charges), and prepare, analyze, review, and maintain actual results, budgets, forecasts, prime contract forecasts, financial plans, and/or summary reports and statements under normal supervision.
Interpret and analyze semi-complex financial data to develop alternative analyses and summarize and present to management recommendations for actions that will better enable implementation of changes and resolution of problems.
Analyze expenditures, cost allocations, and cost distributions to ensure proper utilization of approved funds and recommend solutions to various semi-complex financial problems.
Coordinate semi-complex responses to requests from internal customers, Government personnel, and auditors, obtain management concurrences (as required) and engage with the recipient to provide additional analyses under normal supervision. Ensure that adequate peer reviews have been performed prior to finalization of responses.
Analyze and monitor semi-complex technical recommendations and contract funding to assure budget integrity and control within specific contractual limits under normal supervision.
Support audits and reviews requested by Customers and/or Management under normal supervision.
Collaborate cross-functionally with line department and Customer personnel.
Coordinate Financial Impact Notices and Contract Cost Management Board actions, develop Prime Contract Cost Reporting, and analyze company Earned Value Management reporting, Continuing Resolution, and other strategic submittals working with multiple stakeholders and disciplines under normal supervision.
Perform month-end closing, develop funding statements for technical/contractual letters, and aid in coordination of specialized central budget planning and prime contract management efforts under normal supervision.

Minimum Job Requirements:
Bachelor's or master's degree in business administration, Finance, Accounting, Management, or equivalent from an accredited college or university.
A minimum of two (2) years of relevant finance experience.
Ten (10) or more years of completed education and/or relevant experience may be considered to satisfy educational and years of experience requirements.
Requires a security clearance; however, all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy security clearance is required.
