Characteristics of the Job Under general supervision of the Community Development Manager, performs administrative duties related to & in support of the City\'s established grant funded programs. Independent judgment is exercised within the scope of established department rules, procedures, standards & policies. The existence of this position depends upon the availability of federal & state funding. Examples of Duties Other duties may be assigned. Implement & coordinate grant funded programs, as assigned, per program guidelines & local, state & federal regulations, policies & procedures. Recommend execution of (grant) funding draw-downs from the appropriate funding sources based on documented expenditures within pre-described time frames. Provide outreach & referral services to potential & current Moline residents concerning community development & housing programs & home purchase expertise. Provide interpretation services for the department, including conversation, verbal translation & written translation, & assist with the creation of multi-lingual applications, brochures, website information & other documents as needed. Assist with preparation of grant applications & budgets for future funding opportunities. Assist the Community Development Manager on transitioning new funding sources into community development programs. Prepare project environmental review records/assessment & implement environmental clearance procedures for grant funded programs. Provide recommendations to management for the Citizens Advisory Council on Urban Policy (CACUP) regarding distribution of CDBG funds & program policies. Coordinate informational seminars on housing & community development topics for groups or individuals with unique housing & service needs. Promote communication & adequate information flow to clientele, contractors & supervisors. Provide timely, accurate responses to requests for services & information related to planning & development. Assist with coordination of projects, programs & events on a community-wide basis in accordance with federal & state agencies. Administer the intake process for multiple grant-funded programs within Community Development Division to include application intake, income verification, contractor & homeowner assistance, rehabilitation bid review & contract award & payment for various housing programs administered by the Division. Schedule appointments & meetings, & organize & maintain files, correspondence & other records & reports. Compose, compile & type important, detailed & complex correspondence & reports to various federal & state sponsored programs in the Community Development Division. Operate general & specialized office equipment such as computers, telephones, copiers, calculators & fax machines, etc. Associate\'s degree from an accredited college or university with an emphasis in public administration or related field & two (2) years\' experience in administering public & private housing & community development programs & other grant-funded programs; federal, state & private grant reporting; public d& community relations, including multicultural neighborhoods, groups, organizations & individuals; or any equivalent combination of training & experience that provides the required knowledge, skills & abilities. Working knowledge of fiscal & administrative office procedures, practices, systems & equipment; excellent knowledge of business English, arithmetic, spelling, grammar & Roberts Rules of Order; thorough knowledge of the principles & practice of public planning; the sociological, economic & political aspects of community development; & of federal, state & local housing/community development regulations & processes. Ability to speak, read & write Spanish desired. Residency Requirement Non union employees shall live within a 20-mile radius from the City\'s Emergency Center, located at 1630 8th Avenue in Moline, within 1 year of hire.
