Summary About the Position: The incumbent will serve as Section Chief responsible for the overall planning, directing, coordinating, training, reviewing, scheduling, budgeting and supervising the Management and Disposal activities of there assigned branch. This announcement is for one vacancy that can be filled in either location, Mobile, AL. Responsibilities Prepare pertinent outgrant real estate information (e.g., leases, easements, licenses, permits, letter approvals, consents, rights of entry, etc.) for input into an automated system. Provide policy and regulatory guidance of real estate activities concerning all types of outgrants and inquiries concerning such matters. Account for all Real Estate management and disposal functions, including reviewing work actions performed by others. Provide recommendations as to proposed or anticipated management and disposal activities. Develop subordinates to independently research and perform work within funding provided. Review operating procedures in order to process real estate actions. Responsible for all real estate management and disposal functions. Provide information and advice to branch personnel, management, representatives of other governmental agencies and private interests. Complete highly complex and difficult outleasing activities requiring special delegation from the General Services Administration (GSA). Enforce compliance with administrative regulations and procedures in accomplishing work. Develop administrative operating policies, related reports, studies, and staff recommendations to assure that programs accurately comply with policies, goals, and objectives. Provide training and development to subordinate staff to ensure operational efficiencies. Implement and enforce safety rules, regulations, and directives applicable to work supervised. Represent the agency in discussions, deliberations and negotiations of more difficult and/or sensitive situations involving management and disposal of interests in real property. To qualify for this position you must meet the qualification requirements below: Specialized Experience: One year of specialized experience which includes: 1.) Providing all aspects of disposals, utilization inspections, outgrants (such as leases, easements, licenses, permits, letter approvals, consents, rights- of-entry; planning, developing and managing of policies), and/or compliance inspections, 2.) directing work while considering budget limitations, identifies priorities, and ensures quality of the work product, and 3.) providing policy and regulatory guidance of real estate activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Leadership Real Estate Stakeholder Management Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
