Naval Sea Systems Command SUPERVISORY QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in Mobile, Alabama
Summary This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. You will serve as a Branch Supervisor in the Quality Assurance Department of the Supervisor of Shipbuilding, Conversion & Repair (SUPSHIP) Gulf Coast with duty in Mobile, Alabama. Responsibilities You will provide a high level of expertise and creativity for the solution of complex Shipbuilding Production and Quality Assurance problems involving multiple new construction contracts for naval ships and vessels. You will supervise the reviews and evaluations of contractor's condition reports and recommendation for additional work and provide rationale for approval or disapproval. You will administer the development of surveillance plans, accept/reject criteria, and sampling plans for shipbuilding production and quality assurance and assist in planning the details for their implementation. You will develop and implement instructions, procedures, directives and memoranda for use by Shipbuilding Production and Quality Assurance and assist in planning the details for their implementation. You will establish and coordinate implementation of receipt inspection requirements. You will initiate and forward unsatisfactory material reports (UMR) as required by Naval Sea Systems Command (NAVSEA) instructions and coordinate inputs to the Navy Unified Vendor Evaluation Program (NUVEP). You will analyze results of the SUPSHIP Production and Quality Assurance Program and make adjustments in monitoring levels. You will establish and maintain a "closed loop" corrective action system for all assigned Shipbuilding Quality Assurance actions. You will initiate follow-up actions as required and develop comprehensive programs which assure not only correction of the defect but, when appropriate, will address correction of the cause of the defect. You will supervise the development, review, and negotiations for modifications to original specifications and new construction specifications for work to be accomplished by the contractor. You will assure adherence to contractual quality requirements, such as MILI45208A, MIL-Q-9858A, or ISO-9001. You will review and analyze contractor's inspection/quality programs and procedures, investigate quality problems, and recommend corrective action. You will review the work of the shipbuilding/Quality Assurance specialist assigned to the branch to the extent necessary to ascertain accuracy of reports and adherence to all applicable directives, instructions, and procedures. You will serve as a member of the Material Review Board and INSURV Board. You will monitor the execution of the Ship Construction Test Program as specified in the pertinent shipbuilding specifications. You will coordinate the review of all final test reports and provide timely response to the shipbuilder. You will function as a member of Trials Team during Builder's and Acceptance Trials. You will perform liaison function with the Business Review Office on matters relating to claims avoidance and provide details and assistance in investigations to the appropriate Project Office responsible for ships production. You will evaluate the contractor's system(s) for control of quality and production in the production, dock trials, builder's trials, acceptance trials, and delivery phases. You will liaise with other SUPSHIP departments, the Waterfront Operations Manager, the Project Manager, and the Quality Assurance Officer in the development and/or refinement of the SUPSHIP Production, Quality and Manufacturing Program. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-2 broadband level (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of quality assurance principles to conduct inspections, assessments, surveillances or audits for shipbuilding construction, maintenance, repair, or testing. Examples of qualifying experience may include (1) experience with Contract Administration Quality Assurance Program (CAQAP) for planning, document review, procedure evaluations, product verification inspection, quality audit, corrective action and quality data evaluation in new ship construction, repair and Post Shakedown Availabilities (PSA); (2) knowledgeable in the shipbuilding activities of Hull structure, piping, electrical, coatings, machinery, material receipt, storage, transportation, maintenance, and disposal; (3) capable of evaluating the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity of standards, procedural, policy and regulatory compliance, and technical competence. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. The salary range shown in the announcement represents all of the positions within the NH-3 broadband level, however the salary range for this position is capped at GS-13, step 5, currently $117,198. If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program.
